Job Description



Naval Nuclear Laboratory is seeking a highly motivated professional to join its Financial Services Team. The Financial Systems unit of the Business Systems Program Management (BSPM) Office is looking for an experienced Project Analyst to work with stakeholders during new project startup to assist in the evaluation, planning, and migration of our current on-premise business systems to a cloud-based solution. This individual will actively support new and existing projects by utilizing project controls and tools. Develop and maintain integrated critical path, resource, and cost-loaded project schedules to assist with identifying and resolving resource conflicts. Prepare and analyze budget, cost, staffing estimates, and actual costs for projects supported across the BSPM Portfolio. Support control of project performance by developing and reporting metrics, assessing, and processing (if approved) baseline change control requests, and coordinating the development of periodic project performance assessments. Develop and manage the risk management plan, report status of risks, and recommend mitigation strategies. The successful candidate will work in a technically diverse and dynamic environment with a team of professionals responsible for supporting business systems applications and all aspects of the software development life cycle under BSPM cognizance. Additional areas of responsibility to those noted above may include, but are not limited to: Develop resource assumptions and work with IT management to ensure resources are allocated to meet project deliverables. Support and integrate the work of the project team members and partner with functional owners to ensure priorities are established and work is performed to meet project deliverables. Communicate to managers, customers, and major stakeholders at NNL, BPMI, and the Government through presentations, project recommendations, etc. Support vendor relationships and contract requests for proposals, placement, and administration.







Required Skills




  • Bachelor's degree from an accredited college or university and a minimum of six years relevant experience; or

  • Master's degree in a related field from an accredited college or university and a minimum of fouryears relevant experience







Preferred Skills



Previous project management experience. Strong communication and team building skills. Proficiency in Microsoft Project and Microsoft Office products. Demonstrated leadership and interpersonal skills, excellent written and oral communication skills. Previous experience with supplier oversight, cost estimating, and new project startup. The ability to develop and track project performance metrics, quality assurance, and an ability to analyze data trends to extrapolate future performance. The ability to work independently with little direction from management.
