Job Description:

Job Title: Chief Technology Officer

Position Summary:

The Chief Technology Officer (CTO) will lead the Allegheny Intermediate Unit to effectively implement technological services, both internally for the effective and efficient operation of the organization and externally, to serve our stakeholders. The CTO will oversee the day-to-day operation and management of the department and be responsible for collaborating to establish a strategic vision for technology for the Allegheny Intermediate Unit and its constituents. The CTO is accountable for planning, implementing, and administering a comprehensive technology program for all employees of the Allegheny Intermediate Unit to ensure the optimum utilization of its use in the delivery of educational services to students and member districts. A member of the Executive Leadership Team, the CTO will collaborate with other AIU administrators and district personnel to provide leadership and support in all areas of technology. 

Duties and Responsibilities


  1. Planning, development, evaluation, coordination and management of the information and technology systems and integration to meet the business needs of the organization and support the organization in reaching its goals.

  1. Planning and visioning that will regularly evaluate existing technology, information systems and staffing, research new solutions and technologies and recommend changes.

  1. Develops and enforces policies and procedures to ensure the protection of digital assets and the integrity, security, and privacy of information.

  1. Recommends changes to software applications based upon analysis of their impact to all user requirements.

  1. Oversee the Regional Wide Area Network that provides telecommunications services to LEAs in Allegheny County.

  1. Provide managed services to external entities in a shared services model.

  1. Ensures all information systems and networks operate according to internal standards, external accrediting standards, regulatory agencies, and legal requirements, including FERPA and HIPAA.

  1. Develops and maintains a disaster and business continuity plan to maintain maximum system availability, in the event of power failures, damages to systems, natural disasters, etc.

  1. Oversees the development, maintenance and communication of systems documentation, policies, and procedures, including user manuals, FAQ’s, etc.

  1. Creates and manages the technology budget(s), applies resources strategically and aggressively seeks out opportunities, including grants and managed services to reduce the annual cost of operations through technology.

  2. Through effective leadership and communication, leads the staff at the Allegheny Intermediate Unit to continuously improve performance in the areas of information technology, information management, network and technology services operation, utilization, data tracking and reporting and assures efficient and effective use of operational software products.

  1. Communicates plans, policies, and technology trends throughout the organization and to external constituents.

  1. Coordinates with all AIU educational divisions assuring implementation and integration of current technology to enhance instruction in addition to providing data to back up service delivery.

  1. Continually develops technology team members and ensures that technology staff are current, knowledgeable, and capable of serving the needs of both internal and external constituents.

  1. Assures all responsibilities and duties of technology are carried out in the absence of employees during vacations, illnesses, etc.

  1. Assures the highest quality of technological services to the internal and external constituents served by the Allegheny Intermediate Unit.

  1. Coordinate the monthly district Technology Advisory Committee meeting and provide this stakeholder group a platform for collaboration in addition to looking at ways to assist in reducing costs and other technology efficiencies.


  1. Degree in Business Administration, Information Systems, Computer Science, Engineering, other applicable degrees or an equivalent combination of experience and education.

  2. Minimum of 7 years’ experience leading demonstrated record of successful execution of technology programs, strategies, and initiatives. Experience in a school setting is desirable, specifically in technology and information systems planning to support goals; technology leadership experience required.

  3. Familiarity with desktop, notebook, handheld and server computer hardware; familiarity with local and wide area network design, implementation and operation; familiarity with operating systems; familiarity with various disciplines within information technology including but not limited to networking, applications, quality assurance, infrastructure; knowledge of various office productivity software programs including word processing, databases, spreadsheet programs and communications software; familiarity with various computer peripherals including but not limited to printers, monitors, modems and other equipment.

  1. Ability to organize and supervise effective information and instructional technology, data management programs and services and data security and governance as part of a quality technology process.

  1. Ability to build trust and positive working relationships with multiple internal and external stakeholder groups; able to promote high expectations and high quality for all staff.

  2. Knowledge of and ability to implement sound technology policies and practices, while always demonstrating strong ethical principles.

  3. Knowledge of business processes and their interrelationship gained through three or more years of related experiences; understanding of key issues and challenges that exist in the education industry, including, but not limited to knowledge of strategic and operational technology planning, federal state and local laws, financial and cost analysis, trends in the educational technology field, and technology theory and practice.

  4. Ability to analyze and resolve complex issues, both logical and interpersonal.

  5. Effective verbal and written communications skills and effective presentation skills, focused on collaboration and education.

  6. Ability to negotiate and diffuse conflict.

  7. Ability to negotiate with vendors and contractors.

  8. Ability to relate to all levels of the user communication, being a team player that motivates and educates other team members.

  9. Demonstrated record of successful leadership in execution of programs, strategies, and initiatives.  

  10. Ability to work collaboratively and build credible relationships with internal programs and external stakeholders; able to promote high expectations and high quality for all staff.

  11. Ability to develop, nurture, promote and sustain a trusting and positive organizational culture and work environment.

  12. Ability to analyze and resolve complex issues, while remaining logical and interpersonal.

  13. Ability to comply with the AIU Conduct Policy.

Additional Requirements:


  1. Current Act 114, Act 34 and Act 151 required prior to an offer (Must be dated within 1 year of hire date).

  2. School Personnel Health Record (Form H511.340 (8/2011)) must be completed and received by Human Resources prior to hire date.
