Job Description:


East Cambridge Savings Bank’s Accounting Division is actively recruiting for a Senior Finance Officer/Controller


Function:

Under the guidance of the Chief Financial Officer, plans, manages, and organizes the Bank's finance and accounting functions in accordance with established Bank policies, procedures and strategic goals.


We are looking for candidates with:

  • Bachelor's degree in accounting or finance
  • At least seven years experience in bank accounting and financial management as well as management experience
  • Well developed analytical, organizational and managerial skills. 


Primary Responsibilities:

  • Oversees the daily operations of the Accounting Department. Conducts periodic performance reviews and provides continuing development and guidance as needed.  Provides assistance to staff in the completion of assignments.
  • Responsible for the maintenance of the Bank’s general and subsidiary ledgers in accordance with generally accepted accounting principles, regulatory requirements and Bank policies.  Oversees the cash management activities.
  • Responsible for implementation of the budget process which includes development and administration of the Bank’s operating and capital budgets.  Reviews annual budget and monitors Bank-wide performance and reporting variances.  
  • Responsible for analyzing, understanding and producing balance sheet and net interest income forecasts and related interest rate risk and makes recommendations to Chief Financial Officer to meet profitability objectives. 
  • Manages the asset/liability modeling with external consultants and generates various analyses. Recommends assumptions and forecast on a quarterly basis. Participates in Asset-Liability Committee (ALCo) meetings.
  • Responsible for analyzing the Bank’s liquidity and cash needs on a regular basis.  Responsible for liquidity risk monitoring, stress testing and contingency planning. Based on results, makes recommendations for any necessary changes to the portfolio when needed.  
  • Oversees the timely and accurate preparation of periodic management and regulatory reports in accordance with generally accepted accounting principles, regulatory requirements and Bank policies for review by the Chief Financial Officer.  Develops effective internal controls, systems and procedures. Performs operational audits to ensure compliance with established policies and procedures, and for compliance with laws and regulations in preparation for audits and regulatory exams.
  • Researches and analyzes Bank activities, reports on fiscal conditions and recommends actions.  Assists with monitoring the Bank’s liquidity and cash needs on a regular basis.  Based on results, makes recommendations for any necessary changes to the portfolio when needed.  Develops management information systems.
  • Develops reports to be used in the analysis and evaluation of potential acquisitions for East Cambridge Savings Bank and the Mutual Holding Company.  Makes recommendations based on analysis.
  • Responsible for preparing peer analyses on a quarterly basis for submission to CFO.  Performs trend analyses, reports findings, and makes recommendations within the scope of the Investment Policy.  
  • Identifies and analyzes returns and associated risks from the various components of potential investments.  Analyzes investment options and on a daily basis performing pre-purchase analyses.  Keeps abreast of the various investment offerings available and the underlying implications of each option through ongoing education and research.  Makes investment portfolio recommendations to the CFO and/or CEO as a result of fund research and analysis. Serves as the liaison with Investment Advisors, advising them of investment changes or additions to be made to the portfolio.  Provides daily market update package for review with CFO. 
  • Responsible for the accuracy of investment activity by month for submission to the Executive Committee and Board of Directors.
  • Keeps abreast of accounting, regulatory, tax, audit and industry developments.  Assesses impact on accounting and financial management operations and participates in decisions regarding these developments. 
  • Maintains knowledge of the Bank Secrecy Act (BSA), Anti-Money Laundering, Customer Identification Program, and Office of Foreign Assets Control regulatory requirements.  Ensures that staff members complete BSA related annual training in a timely manner and that all BSA procedures are followed when applicable.  Identifies and reports compliance related issues and suspicious activity.


Other Responsibilities Include:

  • Performs related managerial, administrative and special projects as required or assigned to ensure the ongoing effectiveness of the accounting function.
  • Serves on various committees as required.
  • Performs related managerial and administrative functions as may be necessary to ensure the ongoing effectiveness of the accounting department.
  • Participates in civic activities to promote growth and development in the community and a positive image for the Bank.
