North Wind Construction Services provides heavy civil construction services with special expertise in mine reclamation, repository construction and operation, landfill closures, and stream restoration. Operations began in northern Idaho, but have expanded to new regions including Las Vegas, Seattle, and Oak Ridge. The Construction Services team is known for the successful completion of projects in challenging conditions that are often in remote locations throughout the U.S. North Wind Construction Services is a certified 8(a) and small disadvantaged business.

Job Description


The overall objective of the project is to complete repairs and upgrades to the existing fueling station and equipment. Replacement of the existing canopy structure and associated lighting, fuel pump repairs, and piping replacement with various supports, valves, controls, the instrumentation will be upgraded or replaced. Removal of existing fuel tanks for disposal off-site, and relocation of an existing fuel tank to a new location within the fueling station area will be performed. Included is all work to bring the newly upgraded system into service. The supply and erection of a new structural steel access platform around the fuel tank area is included. A new refueling truck parking area, with a remote spill containment system, will be installed in the southern portion of the site. Other aspects of the project are erosion and sediment control, water management, worker health and safety monitoring, monitoring of roads and support areas, weekly conference calls, on-site meetings, dust control, site security, daily reporting, and any other daily site activities. Silver Mountain will provide all labor, material, equipment, tools, and supplies to perform the services required to complete the tasks specified under the statement of work.

* Remove and Replace Existing Wooden Canopy (CLIN0001)


* Remove, Repair, and Replace fueling equipment associated with Truck Loading (CLIN0002)


* Remove, Repair, and Replace fueling equipment associated with Truck Offloading (CLIN0003)


* Remove and dispose of fillstand associated with Tank 5 (CLIN0004)


* Remove and dispose of offload stand associated with Tank 5 (CLIN0005)


* Remove and dispose of Tank 5 and associated pad CLIN0006)


* Remove and dispose of fillstand associated with Tank 6 (CLIN0007)


* Remove and dispose of offload stand associated with Tank 6 (CLIN0008)


* Relocate Tank 1 to Tank 5 pad after Tank 5 removed (CLIN0009)


* Perform all work to bring Tank 2 into service (CLIN0010)


* Perform all work to bring Tank 3 into service (CLIN0011)


* Perform all work to bring Tank 4 into service (CLIN0012)


* Perform all work associated with various appurtenances, fittings, piping upgrades, supports, valves, filters, etc. to each of the tanks. (CLIN0013)


* Includes all work to construct the new refueling truck parking area (CLIN0014)


* Includes all work to construct the new containment basin and piping (CLIN0015)


Qualifications



  • Possess a Bachelor's Degree in Engineering or Sciences with a minimum of 2 years experience (within the last 10 years), as a Construction CQC, in the construction of the work described
    Or

  • Have a minimum of 8 years of construction experience (within the last 10 years) as a Construction CQC or Superintendent with a minimum of 2 of those 8 years, as a Construction CQC, in construction of the work described. In addition to the above experience and/or education requirements, the CQC System Manager must have completed the course entitled "Construction Quality Management For Contractors".

TABLE 1 - SPECIALIZED WORK


a. Construction, maintenance, repair and demolition of POL facilities and


infrastructure, to include design. Facilities and infrastructure include,


but are not limited to, facilities in direct support of the fuel receipt,


pipeline, storage, transfer, containment, laboratory testing, POL


operations, quality control, equipment, and dispensing systems.


b. Tank rehabilitation. Work consists of construction, repairing,


replacing, and upgrading coatings, worn components, corrosion, and


deficiency to the tank systems necessary to make the tank fully functional


for support of mission requirements. Components typically include valves,


pumps, piping, controls, dikes/berms, structural components (shell/tank


bottom), life safety, and fire safety systems.


c. Tank cleaning prior to inspection and upgrades. Work includes cleaning


to remove residual fuel products, water/sludge removal, and preparation of


tank for inspection.


d. Repairs and Emergency Inspections Only. This includes POL facility


inspections to determine condition. The inspection report documents current


conditions and requirements for servicing, repairs, and upgrades.
