Primary purpose:
Position can be based in Colton or Phoenix

  • The primary purpose of the Assistant Manager - Pipeline Maintenance position is to assist the Manager - Pipeline Maintenance in the full range of duties and responsibilities involved in pipeline maintenance; to provide back-up coverage when the Manager - Pipeline Maintenance is out or unavailable; to gain a more in-depth knowledge and understanding of both the technical and administrative responsibilities of pipeline maintenance; and to develop and exhibit the necessary leadership, analytical/decision making and managerial skills in order to move into a Manager - Pipeline Maintenance position. The Assistant Manager - Pipeline Maintenance will assist the Manager Pipeline Maintenance with the management of all pipeline maintenance activities, with duties including, but not limited to performance management of staff, safety, quality control, budgeting, compliance and regulatory matters. He/she manages Sr. Pipeliners and Pipeliners.

Essential duties and responsibilities:

  • Assists in the supervision functions related to outside contractors operating in company Right-of-Way areas in order to protect company interests.

  • Plans and organizes workloads and staff assignments, reviews progress, directs changes in priorities and schedules as needed to assure work is completed in an efficient and timely manner. Participates in the selection/promotion of staff, salary change considerations, and disciplinary matters.

  • Assists in conducting performance evaluations and resolves grievances.

  • Supervises Pipeline Maintenance staff to achieve goals within budgeted funds and available personnel.

  • May assist in performing as a liaison between Engineering, Products Movement and Field Operations in order to maintain efficient project management and resolve any difficulties relating to scheduling issues.

  • Assists with coordinating safety and emergency response equipment deployment, and new hire orientation training and programs.

  • Remains current on developments in the field.

  • Assists with coordinating department services with other departments and governmental agencies.

  • Assists with managing, coordinating and/or reviews numerous projects within assigned area of responsibility.

  • Ensures compliance with all applicable local, state, and federal regulations affecting pipeline operations and serves as the regional focal point for maintenance activities during DOT/CSFM inspections.

  • May assist with reviewing contracts pertaining to work around Company pipelines to ensure Company property is protected. Includes screening and reviewing leases, foreign crossing permits, highway expansion, or any Right-of-Way intrusion.

  • Coordinates company response relating to actions of outside contractors which includes site inspection, preparation of as-built drawings, and confirmation of scope of work to be completed.

  • Assists with coordinating pipeline relocations and other activities with Engineering, Products Movement, Field Operations, cities, landowners, utility companies, etc.

  • Oversees general pipeline maintenance and DOT compliance record keeping for the region.

  • Consistently maintain and demonstrate a high regard for personal safety, for the safety of company assets, employees, and the general public.


Position Requirements

Minimum requirements: Education:


  • High school diploma or equivalent required.

  • A minimum of 5 years, well-rounded experience in pipeline maintenance is highly desirable and should include specific working experience with products movement, pipeline maintenance, personnel management, and legal/environmental requirements affecting pipeline activities.

Experience / Specific Knowledge: Knowledge of:

  • Management and supervisory principles and practices.

  • Refined or crude petroleum pipeline facilities -equipment requirements and products movement.

  • General engineering practices, including drafting, piping, valves, hydraulics, welding, material specification and procurement, etc.

  • Practices, principles, procedures, regulations, and techniques as they relate to all functional areas.

  • Specific knowledge of 49 CFR Part 195, API 1104 and ASME B31.4


Certification, licenses, registrations:

  • A satisfactory driving record as determined by the Company and a current, valid State driver's license are required.

  • If the employee is subject to license or certification requirements or training as stipulated by local, state or federal agencies or the Company, now or in the future, compliance is required under this job description.

  • Proficiency with computer applications, including Microsoft Excel, Word, Project, and Outlook.

Physical demands:

  • Employee must be physically capable of completing and satisfying all training requirements as stipulated by local, state or federal agencies and/or Company Policy.

  • Exposure to smells and fumes associated with refined petroleum products.

  • Perform physical labor in a variety of extreme climactic conditions, including walking, bending, stooping, climbing tanks and lifting.

  • Field activities may include walking to and amidst work and/or construction sites, climbing in and out of trenches, working around heavy equipment, negotiating rough terrain, areas of loose rock and working in confined spaces.

  • Position may require prolonged periods of sitting in order to accomplish administrative duties (reading/reviewing documents, writing, typing and/or operating a computer, using the telephones, etc.)

  • The balance of the work may involve negotiating rough terrain, mountainous or desert regions, or heavy urban traffic areas.


Working Conditions:

  • Must carry a company cell phone and be able and willing to respond at any hour of the day or night to all after hours and/or weekend and holiday issues, including emergency situations. This includes being in possession of required equipment and tools, designated forms, policies, regulations, and manuals.

  • Must be willing and able to travel throughout assigned region and other locations as required in performing job duties.

  • Extensive travel by car will be required and could include overnight stays for several days. Must be willing and able to travel up to 50% of the time throughout California, Nevada, Arizona, New Mexico and Texas as required.

  • Extended periods of sitting may be required for administrative activities.

  • Climatic conditions are determined by location assignment and may include severe seasonal changes including both winter conditions with frequent snow or extreme summer heat and sun, depending upon geographic location.

  • Overtime required and extended work hours in cases of emergencies.

  • Survey work frequently involves getting dirty, sweaty, dusty, and hot, especially during summer months.

  • Drives a 4-wheel vehicle up to several hours per day. Must be able to drive pipeline right-of-way without accidents or equipment damage.

  • Travel to remote areas within a particular region may involve extended periods of driving, both on and off road and could involve exposure to electrical shock, very difficult terrain, traffic hazards, snakes, spiders and other crawling and flying insects, cuts, bruises, etc.


Supervisory responsibility:
  • Yes. Direct supervision of 16 employees in the Pacific Southern Region Pipeline Maintenance department.

Preferred education, experience, certifications, competencies, skills, and abilities:
Above the minimum requirement; not required but advantageous in this position:

  • Management and supervisory principles and practices.

  • Bachelors Degree in Engineering (civil, mechanical, petroleum or chemical) or Business Management preferred.

  • DOT Title 49, Part 195.

  • Refined petroleum pipeline facilities, equipment requirements and products movement.

  • General engineering practices, including drafting, piping, valves, hydraulics, etc.

  • Practices, principles, procedures, regulations, and techniques as they relate to all functional areas.

  • Knowledge of cathodic protection.

  • Knowledge of piping, valves and pressures.
