Job Title: Financial Functional Business Systems Analyst


Job Location: Reston, VA, or Remote 60-minute travel time to/from the Pentagon

Clearance: Secret Security Clearance



IndraSoft, Inc. is seeking a highly qualified Financial Functional Business Systems Analyst with a Secret Clearance to work in Reston, VA, or remotely within a 60-minute travel time to and from the Pentagon. The selected candidate will be part of the U.S. Air Force Integrated Budget Documentation and Execution System multi-disciplinary team, which is directly involved with the security of budgeting information for various government entities. The Financial Functional Business Systems Analyst will be responsible for gathering and developing system requirements, technical specifications, conducting software testing and regression test plans for system modifications. Provide training and technical support of the DoD planning, programming, budgeting, and execution processes to end users. This key position is for an individual who thrives on diversity of daily tasks and making a substantial impact on the program.

Qualifications Required:



  • Bachelor's Degree in business management, accounting, computer science or equivalent background and years of experience.

  • 5-7 years of experience supporting business systems, software testing, development, deployment, configuration, and documentation control.

  • 5+ years working in DoD budgeting and financial environment.

  • Advanced financial and functional knowledge of DoD accounting and budgeting systems.

  • Experience preparing Justification books (J-Books), which includes functional application interface with developers and technical users on system requirements, design, testing, quality assurance, help desk support and delivery of program materials.

  • Experience as a technical business analyst with strong requirements gathering and documentation skills.

  • Experience developing materials for user acceptance testing events.

  • Background with providing training, creation of training documents and resources for end users.

  • Must have strong communication skills with the ability to interact with senior DoD level leaders. Must be able to explain complex system issues and decision points using common business language to non-technical end-users (without using IT terms and language).

  • Must be willing to provide on-site periodic training and budgeting support which expands across a six-week period on a bi-annual basis at the Pentagon.

  • Ability to provide help desk and account system administration support.

  • Must have one of the following IAT Level II Certification (CCNA Security, CYSA+, GICSP, GSEC, Security+ CE, CND, SSCP).

  • Must have active Secret Security Clearance.



Essential Functions and Responsibilities:



  • Become the Functional Business System subject-matter expert, providing strategic in-depth functional requirements analysis, defining requirements and business process knowledge of IDECS application.

  • Plan, prioritize and deliver system enhancements, executing unit, integration and acceptant testing to meeting business requirements.

  • Work with Government financial decision makers and business process owners on system design, development, requirements, technical specifications, and processes.

  • Provide strong analytical skills, to critically evaluate the information gathered from multiple sources,reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a more general understanding, distinguish presented user requests from the underlying true needs, and distinguish solution ideas from requirements.

  • Manage requirements, templates and guidelines.

  • Identify technical and functional gaps and areas for improvement.

  • Apply governance processes to the change control, system development life cycle and ensure that necessary regression testing is delivered to ensure system integrity.

  • Support end to end processes, ensure strong level understanding of system touch points.

  • Provide strong communication skills, to interact with senior level leaders at a global level. Be able to explain complex system issues and decision points using common business language (without using IT terms and language).

  • Create test plans and regression test cases for system modifications.

  • Develop materials for user acceptance testing. UAT events are held two times a year.

  • Build RDT&E Justification books (J-Books), which includes functional application interface with developers and technical users on systems requirements, design, testing, quality assurance, help desk support and delivery of program materials.

  • Provide helpdesk product support activities to include troubleshooting tickets by truly understanding "what's happening" by isolating and diagnosing solutions, documentation reviews, user account management, database import validations, defect tracking metrics, and user trouble ticket research for the (IDECS) project.

  • Provide classroom instruction live on-site and virtual training sessions on the use of the IDECS application.

  • Develop new course materials, maintain training documents and resources to include software user guides, computer-based training videos on how to use the IDECS application.

  • Be on-site at the Pentagon to provide support for the IDECS system production of DoD budgeting justification-books on a bi-annual basis.

While performing duties of the job, incumbent will be exposed to Normal demands associated with an office environment. Ability to work on computer for long periods, and communicate with individuals by telephone, email and face to face. This position requires incumbent to have the ability to stand, walk, sit, use hands to finger, handle or feel objects, tools, or controls, reach with hands and arms, talk and hear. Employee must be able to lift and/or move up to 10 pounds. Specific vision abilities required by job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust and focus.



Work Environment: The noise level in the work environment is usually moderate.
