Job Description:


Moffatt & Nichol is looking for a Rail Safety Program Administrator (RSPA) to join the companywide Rail Crossing Safety team. This position will be responsible for program-wide support for the Rail Crossing Safety Program to include projects, teams, and clients. The RSPA is responsible for developing, tracking, reporting on, and implementing measures to maintain costs, schedules, project financials and other document controls for projects across the US.

The RSPA serves as a single point of contact for multiple clients, internal engineering teams, and subconsultants and is responsible for documenting project objectives and project requirements, monitors team progress, tracking budgets and ensuring that projects adhere to each client's reporting structures and applications.

Duties and responsibilities:


  • Supports the Rail Crossing Safety Program Manager in preparing project proposals, budgets, client, agency and subconsultant contracts.

  • Responsible for project set-up, document controls, and QMS check-lists aligned with rail task order and regular maintenance requirements.

  • Conducts monthly project reviews to include assisting Project Managers with project financials, accounting and invoicing support, pre-processing and pre-bill support, Accounts Payable, Accounts Receivable, sub-consulting contracts and invoicing. Prepares monthly status reports for internal team members and clients.

  • Plans, organizes, leads and contributes to meetings with project teams, clients, owners, contractors and various stakeholders for each project.

  • Works directly with clients and stakeholders to obtain approvals and coordinate deliverables to ensure they are complete.

  • Responsible for identifying and evaluating risks and impacts to project schedules and budgets, and helping to develop risk mitigation plans.

  • Ensures all projects adhere to quality standards, policies, and procedures.

  • Responsible for coordinating all work on the projects, ensuring that objectives are met within budget.

  • Drafts agreements for clients (including railroads, states, counties, and municipalities), subconsultants, and facilitates execution of the agreements.

  • Coordinates and verifies the insurance requirements for contractors (any entity that works on or around a railroad / rail crossing) to ensure compliance with railroad requirements.

  • Responsible for learning and using clients' proprietary systems for information exchange and project documentation

  • Responsible to know and work within client safety requirements and certifications.

  • Manages and oversees field personnel expense reports and reimbursements.

Required Qualifications:


  • Seasoned professional with a minimum 10 years' experience in Rail industry

  • Minimum Bachelor's level education (business-related field)

  • Experience working directly with clients and project stakeholders

  • Working knowledge of project management principles, including project development, integration, monitoring, and support

  • Experience drafting and executing agreements

  • Experience / mastery in project cost reporting

  • Experience working with and understanding project management plans, engineering technical reports, specifications, and estimates

  • Experience developing detailed engineering schedules and fees for clients; experience working with private railroads desired

  • Excellent verbal and written communication skills

  • High level of attention to detail

  • e-RailSafe Certification

Working conditions:

The work takes place mostly in an office environment. Must be able to work flexible hours (across multiple time zones) and to travel, with appropriate notice, as and when required.

Physical requirements:

Sit for long periods of time, interact with clients, and travel occasionally.
