Job Description



Program Manager the Current Naval Nuclear Training Program and Coordinate the Training Executive Steering Committee. Naval Training and Simulation (NTS) Department's Training Program Integration (TPI) Subdivision is hiring an Advisor, Program Manager to coordinate and integrate efforts across the Naval Nuclear Training enterprise in support of the on-going Naval Nuclear Propulsion Training Program (NNPTP)transition. The NNPTPis incorporating advanced simulation technology into its program that has traditionally been focused on shore-based training reactors. This training architecture supports the certification of up to 3000 new officer and enlisted personnel each year to support the Fleet's needs for personnel to man its submarines and aircraft carriers.

The Advisor, Program Manager selected will be responsible to work with:


  • Naval Reactors (NR) and Naval Nuclear Lab (NNL) staffs for planning, and to coordinate execution activities in Charleston SC and West Milton, NY such that Fleet needs are met and training is conducted as efficiently and effectively as possible.

  • Serve in the collateral role of Training Executive Steering Committee (ESC) Coordinator. In this role he or she will work closely with Executive Managers in NNL and BPMI as well as senior NR and Navy leaders.

  • Responsible for developing, submitting, and maintaining program and project management level reporting and recommendations to NR regarding the integration, training, simulation, and facilities aspects of the Training Program.

  • Work with a team of experienced NNL employees across various functional areas, as well as coordinating with multiple NR program stakeholders within and outside of the Naval Training strategic area.

  • Primary responsibilities include coordinating Training Program ESC meetings with NR, updating and maintaining the Training Program master long-range schedule (the Plan of Record), and supporting creative efforts to improve the efficiency and effectiveness of plans.

  • Serves as the lead risk manager for the Training Program,responsible for updating program-level integration plans, coordinating the NNPTP dashboard and ESC sharepoint site, holistically managing the NNL and Navy staffing of the NNPTP commands, and driving program and project level critical decisions.

  • Utilizestrong communication and organizational skills, the ability to lead teams, NR Program operational and/or training experience, and the ability to collaborate on programmatic and resource topics with multiple stakeholders.

  • Assist in developing program and project team members to assume increased project support and project management responsibilities.

  • Lead improvement and efficiency efforts, supporting training audits, and working with stakeholders, project teams and engineers on near-term issue resolution.

Required Skills




  • Bachelor's degree from an accredited college or university and a minimum of twelve years of relevant experience; project management experience; or

  • Master's degree in a related field from an accredited college or university and a minimum of ten years of relevant experience; project management experience

  • Naval Nuclear Propulsion Program operational or training experience

  • Strong communication and team building skills

  • Experience working with senior leadership,including stakeholder management

  • Demonstrated attention to detail in configuration control and documentation, analyses, and presentations







Preferred Skills



- PMI or other professional society certification

- NNL Project Management Level 1 certification

- Process improvement / efficiency experience

- Authorized Derivative Classifier qualification

- Experience using Project Management Tools and Software

- SharePoint Site Owner and/or information management experience

- Risk and Change Management experience

- Familiarity with the NR/NNL budgeting and financial management processes
