Job Summary
The DDI(CL&S) must fulfill its core functions of developing policy in the areas of Counterintelligence, Law Enforcement, Insider Threat, Physical Security, Operations Security, Critical Technology Protection, and Personnel Vetting, conducting outreach to appropriate DoD and Intelligence Community (IC) elements, and overseeing Counterintelligence, Law Enforcement & Security in general. The overall objective is to obtain subject matter expertise and administrative support in these mission areas.

Roles and Responsibilities


  • Develop tracking tools, matrices, and templates to efficiently analyze data, identify trends, and track resource actions to resolution.

  • Prepare budgetary and strategic documentation to inform the DoD PPBE process to include Program Objective Memorandum, the Budget Estimate Submission and the President's Budget.

  • Conduct detailed management and cost analyses, using various quantitative estimating techniques and statistical analysis models, to assist top-level management in determining the optimal use of resources.

  • Provide technical advice and analysis to ensure OUSD(I&S) appropriations are effectively justified and executed, ensure acquisition packages are accurate and complete, and transactions are within law, regulation, and policy.

  • Provide support to CL&S Senior Resource Manager to resolve unliquidated obligations

  • Analyze proposed legislation, appropriation language and various DoD issuances. Develop and implement internal procedures and policies that cover all areas of financial management and formulate and execute budgetary resources for various projects.

  • Develop tracking tools, matrices, and templates to efficiently analyze data, identify trends, and track contract actions to resolution.

Education, Experience and Skills


  • Bachelors required

  • Active Top Secret/Sensitive Compartmented Information (SCI) clearance

  • Five (5) years of demonstrated DoD Programming, Planning, Budgeting, and Execution (PPBE) experience.

  • Expert knowledge of Military Intelligence Program budget processes including financial management principles and practices, budgetary data collection and analytical techniques.

  • Three years of experience with reconciling and resolving Unliquidated Obligations

  • Three years of experience with preparing budget execution packages including Military Interdepartmental Procurement Requests (MIPR) and Interagency Agreements (IA), 7600A, 7600B, etc.

  • One year of experience working with budget and financial management applications and tools (i.e. IRMA-I)

  • One year of experience as a staff action officer on an OSD or headquarters staff.

  • Normal office environment
