LMI is looking to hire a Senior Proposal Manager to join our team in our Tysons, Virginia office. Our proposal managers manage multiple proposals, primarily in response to federal government requests for proposals and requests for quotes (RFP/RFQs); plan, coordinate, and produce oral and written proposals; and interact directly with capture teams and executive leadership.

Responsibilities
Advocate proposal best practices company-wide and actively participate in proposal activities across the business development (BD) life-cycle.
Proposal Planning
Facilitate the creation of the proposal workspace (SharePoint), and manage their accessibility and availability throughout the proposal
Leverage institutional and cross-disciplinary knowledge to collect, organize, and assess candidate boilerplate, resumes, and past performance write-ups
Assist with analyzing the competition
Assist with defining resources needed for the bid, such as contingent hires, equipment, B&P facilities, and proposal consultants.
Proposal Preparation/Development
Ensure full compliance with all procurement requirements and lead the proposal development process:
Create, monitor, and enforce the proposal schedule
Offer/deliver training to the proposal team on proposal process, SharePoint, messaging, writing, and color team reviews.
Establish and socialize version-control procedures for all proposal content
Create a proposal outline, ensuring compliance with all RFP instructions and evaluation criteria
Oversee the creation and maintenance of a proposal compliance matrix
Manage proposal team meetings, such as the kick-off, status meetings, and color reviews.
Anticipate and resolve proposal challenges and problems
Oversee all work of the proposal coordinator, desktop publisher, editor, and graphic designer
Coordinate with Contracts and Pricing to ensure timely and compliant Contracts/Pricing volumes
Develop and collect questions on solicitations, and work with Contracts to ensure timely submission
Continually assess proposal content and recommend/implement changes to improve it, focusing on how it addresses the evaluation criteria
Prepare recommendations for color team meetings
Manage review meetings, including blue, pink, red, gold, and white glove
Help schedule and participate in pricing and subcontractor meetings, and other proposal-related discussions
Manage the production, assembly, labeling, and packaging of all hard copy proposals, complying with RFP instructions
Manage the proposal delivery plan, and provide directions, receipts, and other delivery materials
Manage oral presentation and responses to proposals
Monitor proposal budget.
Post Submittal
Ensure that final proposal files are properly archived
Lead internal lessons learned meetings to identify ways of improving the proposal process and document and promulgate the recommendations for improvement
Participate in debriefs with the government and document the award rationale, strengths, weaknesses, and lessons learned
Archive debrief information in LMI systems
Assist the capture manager in: responding to customer questions or clarification requests and developing a final revised proposal
Qualifications
Must have a bachelor's degree and at least 5 years' experience managing proposals in response to federal solicitations
Secret Clearance is preferred
Record of winning federal contracts
Experience managing proposals involving multiple team members
Outstanding leadership, teamwork, and motivational capabilities
Energetic, highly skilled, and well organized, with significant attention to detail
Strong interpersonal and listening skills; exceptional time management skills
Strong communications and persuasive writing skills
Able to contribute to a professional work environment by demonstrating integrity, promoting teamwork, and fostering positive communication
Able to maintain absolute confidentiality in all business matters
Able to obtain security clearance, if required
Willing to work flexible schedule, including nights, and weekends, to meet deadlines
Experience with performance-based contracting a plus
Formal training in structured proposal development (e.g., Shipley) a plus
APMP certification a plus
