Project Controls Manager- Construction at JLL in Thousand Oaks, California

Job Description:

JLL seeks a full-time, skilled Project Controls Manager to join the project controls team at the Amgen account. This position will be responsible to complete daily project operations including cost analysis, reporting and cashflow, tracking change orders, POs and invoices, and improve processes as needed for the Amgen account. This position reports directly to the Sr. Project Controls Manager and will work closely with project managers, team leaders, and client staff to ensure project and account goals are achieved. This full-time Project Controls Manager position is located on the Amgen campus in Thousand Oaks, CA.

Essential Functions

  • Maintain project cost codes (WBS) in adherence with established standard cost code structures to facilitate proper tracking of project expenses.
  • Develop, track and analyze project charters, budgets, schedules, and manage change order process.
  • Manage related project financial close-out activities.

  • Participate in the monthly reporting of Project Cash Flow, Work-In-Place, Cost Summary and other reports to distribute to project managers, project controls staff, and the client; Forecast estimate at completion cost.


  • Review and verify invoices and supporting documents from vendors and subcontractors to ensure accuracy (i.e., materials/labor was delivered to, or installed in, the job as required in the vendor contract).


  • Participate in the documenting and analyzing of processes and procedures; reviewing regularly to drive process improvement and efficiency.


  • Collaborate with JLL Finance to ensure timely completion of activities including, but not limited to: billing of services, budget updates, reconciliations, PO issuance and other ad hoc requests.


  • Develop and maintain effective relationships with Project Managers, Client Stakeholders, JLL Finance and vendors.

Education, Experience, Skills

  • Bachelor's degree in Engineering, Construction Management, or related field. Applicable experience may be substituted for the degree requirement.

  • A minimum of 5 years direct project controls experience.


  • Thorough knowledge of the construction industry and field experience to support the of review construction schedules to ensure alignment with controls processes, engineering, and procurement activities preferred.


  • Substantial experience in JD Edwards E-1, Clarizen, eBuilder and scheduling software preferred.


  • Demonstrated proficiency of MS Office products (Word, Excel, PowerPoint, etc.) and SharePoint.

  • Experience with project scope and budgets required.
  • Experience in understanding project risks as related to potential budget and schedule impact.
  • Experience with contracting types (GMP, LSP, Design Build, etc.) is preferred.

  • Experience speaking with general contractors and vendors regarding project details.


  • Good written and oral communication skills to effectively disseminate information.


  • Excellent interpersonal skills.


  • Ability to work independently, think creatively and analytically, and make quick and sound decisions using data.


  • Ability to manage multiple priorities with a close attention to detail and organization.


  • Ability to work in a fast-paced environment.


  • Ability to work well with all levels of staff and stakeholders (JLL, Client, Vendors).
