Overview:

The Nonreactor Nuclear Facilities Division (NNFD) at Oak Ridge National Laboratory (ORNL) is seeking a Division Training Officer to support nuclear operations within the Bethel Valley Nuclear Facility Complex. As a Division Training Officer, responsibilities will include development, implementation, and maintenance of the qualification and certifications programs within Nonreactor Nuclear Facilities Division (NNFD) facilities as required by DOE O 426.2, Personnel Selection, Training, Qualification, and Certification Requirements for DOE Nuclear Facilities.

Job Duties and Responsibilities:


  • Conduct analysis of needs, jobs, and/or tasks to determine the degree of training to be implemented for each position and establish terminal and enabling learning objectives to effectively acquaint the trainee with his/her goals and expectations during the training process.

  • Develop and deliver qualification and/or certification training modules for staff fulfilling the positions of:

    • Operator/Technician

    • Operations Supervisor

    • Maintenance Supervisor

    • Fissionable Material Handler/Supervisor

    • Systems/Process Engineer



These modules will consist of detailed self-study guides, lesson plans for classroom instruction, qualification/certification/checklist standards, qualification/certification cards and checklists, written and oral examinations, and on-the-job training packages.


  • Develop and deliver training materials associated with facility Safety Analysis Reports (SAR) and Technical Safety Requirements (TSR).

  • Maintain classroom and OJT instructor qualification and provide training as necessary or monitor instruction provided by other subject matter experts (SMEs) to ensure the quality of instruction is adequate.

  • Maintain Operations Supervisor qualification in one or more Bethel Valley facilities

  • Work with the REDC DTO to develop and deliver required quarterly continuing training modules within the continuing training program across NNFD

  • Develop abnormal condition (casualty) drill scenario packages as well as serving as a Drill Team member as necessary.

  • Develop and administer on-the-job (OJT) and job performance measure (JPM) packages for operational and technical procedures.

  • Walkdown facility systems to gather information in the pursuit of as-built drawing development (i.e., one-line drawings) slated for incorporation into training material.

  • Develop facility access self-study guides and written examinations for all personnel requesting unescorted access to NNFD nuclear facilities.

  • Administer and maintain all associated training records in an organized and readily auditable format.

  • Administer and track institutional training requirements (e.g. GET, Radiological Worker, etc.) and other non-facility specific training programs as needed via the Systems Applications Products (SAP) database.

  • Maintain the security of all examinations (written and oral) during the development, review, approval, and administration process.

  • Develop commensurate remedial programs for individuals lacking the required 80% retention requirements associated with either oral or written examinations.

  • Review the training program modules on a biennial basis to implement necessary changes and incorporate any reference material revisions.

  • Administer and maintain an electronic exam database.

  • Evaluate, assign, and monitor institutional training requirements for industrial programs.

  • Periodically assess training for effectiveness and update the program accordingly.

Experience Required:


  • Requires a Ph.D. with relevant experience, a M.S. with a minimum of 4 years relevant experience, a B.S. with 5 years relevant experience, or significant relevant experience. Degree must be in technical subjects related to the position. Relevant experience should be in a nonreactor nuclear hot cell facility.

  • Requires a minimum of 3 years of nuclear operations experience.

Qualifications Desired:

  • The DTO should have experience in Training or Education that focuses on instructional analysis, design, development, delivery and testing.

  • Must possess strong oral and written communication skills, demonstrate good interpersonal skills, and work well as a team member.

  • Ability to qualify and maintain the following:

    • Radiological Worker II

    • Respirator Fit



This position requires the ability to obtain and maintain a clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse Program (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
