Major Duties and Responsibilities:

Under administrative direction, serves as Program Administrator directs entire operations of program area (i.e. Foster Care Licensing) on a statewide basis, implements Foster Care Licensing program & ensures compliance with applicable state & federal laws & agency rules, regulations, policies & procedures: oversees and provides direction to lower level supervisors managing program functions; analyzes and/or directs analysis of programmatic and demographic data and anecdotal information in order to determine what improvements/changes are needed in program design and/or operations; identifies new initiatives in provision of services; advises Deputy Director on Foster Care Licensing and out of home care issues; develops and implements procedures to monitor and evaluate Bureau compliance with applicable federal and state statutes; prepares biennial budget request for Bureau and manages Bureau budget, assuring on-going fiscal controls; manages staffing and resources to achieve efficient and effective operation of services; advises Deputy Director on technical assistance and monitoring; prepares reports on operations (e.g. effectiveness of program; statistical analysis); plans or directs planning of annual and long range audit plans; coordinates activities of Foster Care Licensing with other offices and bureaus.

 

Supervises staff (e.g. makes recommendations for hire of staff; assigns work and provides direction; reviews work and provides feedback; establishes goals and evaluates performance; encourages staff development; approves/disapproves leave; conducts staff meetings; recommends disciplinary action).

 

Acts as departmental liaison with other ODJFS offices (e.g. Fiscal and Monitoring Services,  Information Services) and other state agencies (e.g. Health, Mental Health, Youth Services) in pursuit of coordinated, cooperative implementation of new initiatives and to achieve coordination of existing resources for service delivery; develops position papers and other documents to support legislative proposals and administrative and judicial hearings; represents department at conferences, meetings, and seminars; participates in professonal conferences and workshops; acts as liaison with federal and state auditors, individual providers and provider associations to resolve audit issues; provides technical assistance to facility managers.

 

Performs other related duties as assigned (e.g. maintains records, logs, and files; participate in staff meetings and training sessions; operates computer to store, compute and retrieve data and produce correspondence and reports, prepares status and activity reports).

  • Completion of undergraduate core program in public or business administration, social science or human resource management;

  • 24 mos. trg. or 24 mos. exp. in supervisory principles/techniques;

  • 24 mos. trg. or 24 mos. exp. in managerial principles/techniques.

  • 48 mos. trg. or 48 mos. exp. in delivery of employment & training related government programs, community or private industry human resource programs;

  • 24 mos. trg. or 24 mos. exp. in supervisory principles/techniques;

  • 12 mos. trg. or 12 mos. exp. in managerial principles/techniques.

  • 12 mos. exp. as ODJFS Program Administrator 1, 64291.
