Hill is currently seeking a Lead Inspector in Phoenix, AZ

Position Summary

This is a field/construction site position on a Program Management/Construction Management Services integrated team for one or more Valley Metro Rail (VMR) project(s) located within the City of Phoenix metropolitan area and surrounding jurisdictions. Exercising Safe Practices by the individual in this position is a paramount element due to the environment where the duties are normally performed. The company may require specific training and will be responsible for providing such.

This is a supervisory position.There is daily interaction with stafffrom Hill, VMR, a general contractor and other stakeholders is required. The work is shift work and may be scheduled for day or night and on any day of the week.

Description

The Lead Inspector reports to a Resident Engineer or other site management individual.This position is responsible for the supervision of a staff of inspectors consisting various disciplines who monitor and observe contractor's daily activities and documents all activities observed. The individual in this position is responsible for organizing coverage of the work and ensuring the inspectors perform their duties in accordance with the Valley Metro RE Manual.

Inspection services performed under the direction of this position are performed on rail transit may be one of the following:


  • Civil work on various existing infrastructure including utilities, streets and any other improvement encounter along the alignment or ROW; civil work on the permanent way rail alignment structures either below grade, at-grade or elevated through utilization of various construction methods; civil work on train station structures either below grade, at-grade or elevated through utilization of various construction methods.

  • Electrical work on distribution systems; substation installation; various rail systems

Responsibilities

Supervision of inspection staff will involve oversight, approval, and directing staff to properly perform the following duties and responsibilities:


  • Read and interpret contract plans and specifications.

  • Fully cognizant of procedures and instructions within the Resident Engineer's Manual and the responsibilities of Team members as described within their respective Job Descriptions.

  • Prepare written contract administration documentation on a daily basis and completed in a timely manner including, Daily Inspector Reports (IDR) Non-Conformance Reports (NCR), daily Time and Material Reports (T&M), special reports as directed and other reports as directed and in conformance with the Resident Engineer's Manual.

  • Continually monitor and observe contractor's operations and activities as designated and documenting such as prescribed in the Resident Engineer's Manual.

  • React to any unusual situation by responding as specified within the Resident Engineer's Manual.

  • Advise the Resident Engineer of any potential issues before they arise.

  • Participate in problem solving.

  • Communicate or instruct contractor personnel in accordance with the Resident Engineer's Manual.

  • Conduct Constructability Review of contract and contractor prepared plans and specification.

  • Support Project Controls review of Contractor schedules.

  • Assist in RFI responses when requested.

  • Attend meetings as requested.

  • Review contractor payment requests and verify quantities as requested.


Qualifications


  • Education: Associate's or Bachelor's Degree in Civil Engineering or Construction Management is preferred or with comparable experience.

  • 15 or more years of experience associated with construction management and inspection work for various disciplines. Experience on streetcar or light rail in city streets is essential.

  • Ability to work nights and/or weekend shift work as well as report early or stay late after normal work hours if needed.

  • Knowledge of the related codes, standards, and regulations.

  • Effective communication skills, both written and oral.
