Job Description:

ABOUT THE POSITION

The County of Riverside's Sheriff's Department seeks an Accounting Technician II in Riverside to support the Sheriff's team. The incumbent will perform a variety of accounting and fiscal duties requiring research and interpretation of established guidelines.

Under direction, performs paraprofessional accounting work in the maintenance of an accounting system requiring the use and implementation of technical accounting principles and procedures; and performs related duties as required.

The Accounting Technician series differs from the Accounting Assistant Series by the former having full responsibility for a specialized accounting support operation which requires a thorough understanding of an established accounting system, substantial subject matter knowledge, and the ability to apply basic accounting principles to a variety of transactions. The latter series provides support services in the maintenance and processing of financial and statistical records. Advancement within the Accounting Technician series may be achieved through the standard County promotional process.

This is either the advanced journey or supervisory level in the series, depending upon assignment. Incumbents in this class either function primarily as key assistants to professional accountants or other management staff performing the more difficult and complex paraprofessional accounting work or supervise a fiscal support unit in the financial function of an agency, large division or department.

Incumbents perform highly responsible and complex work in specialized/technical reviews and provide final approval with control of complex and varied accounting records and accounts or claims against the County. Incumbents frequently perform a variety of program and administrative support duties for higher level positions which may include the research, analysis, interpretation of complex government legislation or codes and the development of related financial program and/or operational changes.

EXAMPLES OF ESSENTIAL DUTIES
• Performs specialized/technical review with final approval and control of fiscal records and accounts.

• Researches and resolves a variety of difficult problems independently through review of multiple records; exercises initiative in anticipating or identifying problems or errors and follows up to resolve; forecasts impact of potential actions/decisions.

• Interprets a wide variety of complex policies, procedures, regulations, contracts and agreements to determine their applicable provisions and clauses for assistance with difficult problems and circumstances.

• Performs final review of claims against the County which requires the verification of compliance with instructions, specifications and provisions of contracts which have complex terms and language that may be ambiguous and/or have potential for expenditure of large amounts of County funds.

• Supervises and reviews the work of a fiscal support unit; resolves difficult problems pertaining to the work of the staff; personally performs the more difficult work of the unit.

• Reviews work procedures and recommends changes to be more efficient.

• Trains staff in how to perform the work, including office/program policies and procedures.

• Analyzes procedural and/or technical problems; develops recommendations regarding resolution of other problems and/or resolves the problems; acts as a resource to staff.

• Provides support functions to managers and professional accounting staff in accomplishment of special projects and assists with a variety of support functions.

MINIMUM QUALIFICATIONS
Experience: One year of experience as an Accounting Technician I or Supervising Accounting Assistant with the County of Riverside or an equivalent position.

OR

Four years of experience in the maintenance and review of fiscal, financial or statistical records including one year in the reconciliation of accounts (experience in reconciling governmental budget accounts is preferred). One year of the required non-specialized experience may be substituted as listed under Education.

Education Substitute: One year of the required non-specialized experience may be substituted with the completion of 12 semester or 18 quarter units in accounting from an accredited college or university. All required experience may be substituted with a Bachelor of Arts/Science degree in Business Administration with an emphasis in Accounting from an accredited college or university.

Positions at these levels may require specific and detailed knowledge depending on the area of assignment, including:

Knowledge of: Principles and practices of supervision; principles of office management, governmental accounting systems, procedures and regulations; the interrelationships of internal and external recordkeeping systems, accounting systems and procedures containing such items as expenditures, revenues, general ledger and related accounting procedures; legal requirements of County contracts, agreements, minute orders and resolutions.

Ability to: Effectively supervise employees engaged in performing a variety of accounting support duties; understand the relationships among fiscal or statistical records and documents; understand transactions in terms of accounting codes and classification; perform a wide variety of difficult and responsible financial/accounting duties; maintain and monitor control totals of primary accounting record sources and summarize and assimilate into reports and other accounting documents; understand and interpret the principles, laws and procedures involved in the bookkeeping and auditing functions; gather and analyze a variety of financial data and draw logical conclusions.

In addition to the above, some assignments may require:

Knowledge of: accounting and business law terminology; the significance of the accounting cycle, and the interrelationship of data contained in various accounts; the principles and procedures used in the preparation of financial statements and bank reconciliation's; mathematical techniques and concepts involved in collection, organizing, interpreting, summarizing, analyzing and graphically presenting numerical data.

Ability to: Communicate effectively with the public and staff in other departments, requiring the explaining of difficult and/or complex accounting systems or procedures; interpret complex and/or varied source documents, laws, regulations and procedures and apply them to varied or difficult circumstances.

License/Certificate: Possession of a valid California Driver's License may be required.

Security Clearance:
A successful Security Clearance conducted by the Sheriff's Department is required.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):
    0< 3 year = 80 Hours (10 Days)
    4< 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
