Overview

Louis Berger Aircraft Services is seeking an experienced Support Manager in the Contingency Division. This position is responsible for assisting the Program Manager with the coordination of various LOGCAP program support activities. The DoSS reports to the Program Manager and may be assigned responsibility for special projects or job assignment that are integral to the LOGCAP program. The DoSS will work and collaborate closely with the Director of Operations in the planning and execution of administrative, personnel, fiscal, travel, logistical, training, equipment and other duties as assigned by the Program Manager.

Responsibilities

The Director will provide project support services:

    Assist the Program Manager in the preparation of reports, briefs and other documentation of LOGCAP program activities. Develop and publish business critical reporting, dashboards, and KPIs, and create specifications for reports and analysis based on business needs.
  • Assist with the management of the LOGCAP budget and oversight all other expenditures as required to support Contingency projects mission. Effectively manages project costs against project budget for CENTCOM and INDOPACOM projects. Monitor cost adjustment requests with the client.

  • Work closely with the LBS Controller, Project Accountant and SVP of Finance to prepare end of the month closing. Collect fiscal data to assist with the completion of monthly, quarterly and annual reports.

  • Work closely with the field and home office procurement teams on managing the Purchase Requisitions (PRs) entry and Purchase Orders (POs) tracking as well as monitor procurement compliance and audits in accordance with Government Regulations. Provide the necessary assistance on US Government Audits. Manage vendors related expenses to ensure costs are within budget and communicate variances to the Program Manager.

  • Proactively engage cross-functional stakeholders to drive alignment on new process development, capabilities, solutions, initiatives - and lead team through timely evaluations and decision-making. Identify and implements opportunities to improve process efficiencies and lower operational costs. Participate in project performance review meetings and discussions.

  • Support and develop control mechanisms that span a tiered approach to data governance, which include (but are not limited to) the identification, capture, logging, and updating of issues; tracking the status of issues; documenting stakeholder views; escalating issues to higher levels of authority; and documenting issue resolutions.

  • Manage information and data within various software and databases (Oracle, Data query, etc..). Continue to manage Quickbase until properly transferred to the new Project Delivery Support Services Manager.

  • Manage all logistics operations for LOGCAP and assist with Logistics need of other divisions within LBS.


  • Manage the Insurance requirements to include Liability, Insitu, open Cargo, and Defense Base Act (DBA) in coordination with WSP Corporate.

Qualifications

PROFESSIONAL QUALIFICATIONS/SKILLS:


  • Bachelor Degree from an accredited college or university or: a combination of 10 years of operational, support and/or logistics experience.

  • Experience in providing support activities for projects in high-threat environment preferred.

  • Experience in managing budgets

  • Minimum of five years project management experience

  • Possess an understanding of logistical and fiscal support of overseas operations and have the ability to solve real-world problems under short deadlines.

  • Excellent writing and communication skills. Experience in preparing and presenting oral and written briefings.

  • Proficient with Microsoft Office Suite and Microsoft Office Project.

  • Established capability to handle individuals or groups from numerous levels and backgrounds. Good physical condition with no health issues that could impair performance of duties.

  • Demonstrated experience collaborating with internal and external constituents across multiple functions.

  • Must be able to work long hours (evenings and weekends) when necessary; can manage personal workload and priorities to meet deadlines; strong organizational skills.

  • Excellent analytical and problem-solving skills.

  • Some travel to overseas locations including hostile environment may be required.
