Salary: $78,299.33 - $113,534.03 Annually


Job Summary:


The Water Quality and Regulatory Compliance Manager is responsible for supervisory, administrative, and technical work managing the City’s adherence to the local, state and federal regulations that govern environmental compliance and the on-going operations, including maintenance of the City’s water production/treatment/distribution and wastewater collection/treatment activities. Duties include serving as liaison to regulatory agencies; interpret laws, regulations, rules and ordinances; implement environmental compliance initiatives; partner with regional water quality organizations; perform technical computations; analyze water quality data; maintain databases and the integrity of water quality data; prepare permit applications and regulatory reports required to operate the City’s water production, treatment, distribution and wastewater collection and distribution. Work is performed under general administrative supervision with considerable latitude for the use of independent judgment and selection of work methods and procedures. The Water Quality and Regulatory Compliance Manager supervises a team of environmental inspectors and water quality monitoring technicians.


Experience, Knowledge, Skills:



  • Bachelor’s degree in environmental science, chemistry, biology, or related field and four years of professional experience in coordinating or managing a regulatory compliance program.

  • State of Colorado Water Certification Board Class "D" Certification or higher desired

  • Knowledge of contemporary water and wastewater treatment practices

  • Knowledge of water quality sampling and laboratory testing methods for water and wastewater treatment;

  • Ability to evaluate sampling data, and routine laboratory analyses;

  • Current Colorado Driver's License with good driving record;

  • Supervisory experience preferred;

  • Ability to solve a variety of problems in situation where only limited standardization exists;

  • Knowledge of regulations associated with the Clean Water Act and Safe Drinking Water Act

  • Ability to manage monitoring and reporting programs to ensure compliance with federal and state water quality and environmental regulations and company standards for assigned facilities.

  • Work independently, performing all routine plant operations and handle "alarm" situations.

  • Handle difficult situations using tact, patience, and good judgment.

  • Plan, organize, supervise and schedule resources to meet program and service goals.

  • Screen, interview, select, hire, train and evaluate professional employees; administer time cards, employee leave, and performance appraisals.

  • Attend safety sessions and keep informed about safety and emergency procedures.

  • Interpret water quality/quantity data and make appropriate adjustments.

  • Perform related duties and responsibilities as assigned.

Work Environment:  



  • Work location is a combination of office (80%) and field (20%);

  • Frequent public contact by telephone and in person;

  • Frequent interaction with office and field staff;

  • Frequent participation in meetings.

Physical Requirements:



  • Vision enough to interpret written documents, engineering drawings, and inspect work projects;

  • Communication skills to adequately convey information to coworkers, contractors, property owners, other personnel, and the general public;

  • Mobility to inspect work sites for compliance with plans and specifications.

  • Manual dexterity to operate computers and vehicles.
