Job Description
Provide CM support in the planning, coordination, review, development, integration, and execution of NSC Program and PROGC CM strategies. CM support includes, but is not limited to the following tasks:

a) Perform CM tasking as assigned by V&V Specialist/TAM.

b) Support PROGC V&V Specialist/TAM by coordinating and generating comments on Engineering Change Proposals (ECP), Waterfront Changes (WFC), Requests for Waiver (RFW), Requests for Deviation (RFD), Minor Change Notices (MCN), and Diminished Manufacturing Sources (DMS). Provide to TAM prior to weekly CMB meeting.

c) Identify problem areas, recommend solutions, and assist in resolving problems associated with CM lifecycle management and planning.

d) Function as PROGC Configuration Management Board (CMB) recorder.

e) Provide assistance in the management of Engineering Change (EC) artifacts submitted by the shipbuilder, and present to the CMB. EC artifacts include, but are not limited to:

i. Engineering Change Proposal (ECP)

ii. Waterfront Change (WFC)

iii. Request for Deviation (RFD)

iv. Request for Waiver (RFW)

v. Minor Change Notice (MCN)

vi. Diminished Manufacturing Sources (DMS)

f) Record and prepare weekly CMB meeting minutes, and provide to the TAM and PROGC PMR for approval.

g) Ensure that all CMB reviewed RFWs/RFDs receive Independent Government Cost Estimates (IGCEs) to support liens on the applicable Cutter's DD Form 250, Material Inspection and Receiving Reports.

h) Conduct reviews of engineering drawings and specifications associated with CDRLs and engineering changes to ensure technical accuracy.

i) Conduct ship checks to validate engineering drawings and specifications associated with CDRLs and engineering changes to verify configuration.

j) Provide assistance in technical oversight for the shipbuilder's execution of CM and engineering contract deliverables related to contract modifications. Determine shipbuilder compliance with applicable NSC contract requirements. Document and report discrepancies to the assigned TAM for documentation.

k) Provide oversight in the development of innovative CM process, improvements, and solutions.

Required Qualifications

Minimum of ten (10) years established experience in the development and oversight of CM/IPS elements in an acquisition environment.

a) Minimum of four years progressive experience in the application of military configuration management policies and procedures (i.e. MIL-HDBK-61A (SE), MIL-STD-973, NAVSEAINST 4130.12B, COMDTINST M4130.6B).

b) Intermediate level knowledge in the administration and maintenance of Microsoft Office Access databases.

c) Minimum five (5) years' experience in the conductance of configuration audits/validations.

d) Minimum four (4) years' experience in the application of data management processes.

e) Possess general knowledge of Hull, Mechanical, and Electrical shipboard systems.

f) Possess general knowledge of the 12 IPS elements and how they interrelate with CM principles

g) Possess a general knowledge on DMS items and how they become integrated within the NSC program.
