JOB DESCRIPTION

Robert Half is seeking a Office Accessibility Program Manager, who is part of the Project Management of HR Projects (adherence to budget, schedule, management of task execution, issues, risks) to achieve specific, HR defined business objectives through program and/or technical modification and/or deployment.  HR Project Management involves designing, planning, mobilizing, directing, and monitoring all aspects of HR project delivery from inception to completion and effective transition to production.  Specific responsibility for the delivery of HR projects may include but not limited to key business user requirements gathering and validation, resource estimation, project design and planning, scope management, coordination of team assignment and mobilization, direction and coordination of work efforts, management of overall project deliverables and sign-offs at key phases, schedule and budget assurance, status updates and reporting, project quality assurance audit and review. Technical projects require cross functional collaboration with IT PMs on dual project plans.

Specific responsibilities include:


  • Coordinate, report status, and ensure stability of project oriented work efforts

  • Plan priorities which impact multiple projects

  • End-to-end delivery responsibility for projects with multiple issues and technology platforms

  • Project point of contact for communications, milestones and review briefings

  • Assure effective transition into production and meet production acceptance readiness criteria

  • Develop, update and maintain project plan and other project documentation

  • Effective organization of meetings to ensure flow, participation, progress, proactive mitigation of risks and issues

  • Manage, lead project team in, project activities including analysis, design and development, testing, training, implementation and post implementation

  • Assign tasks, provide guidance, mentor proj team

  • Plan and direct schedules to ensure the project is completed on time and within budget

  • Consider impacts to project timeline and takes action to minimize them; carefully controls change

  • Analyze and facilitate resolution of issues

  • Interact with necessary stakeholders/team members to manage project scope and identify, evaluate, communicate, escalate issues

  • Communicate status of project within and across departments.  Ensure project status is accurate, comprehensive, and proactively addresses issues and risks, and is published according to plan

  • Proactively define and implement communications mechanisms that meet the needs of individual team members and project stakeholders at all levels.  Oversee communications on the part of the team to ensure high degree of effectiveness. 

  • Overall status reporting and stability of project-oriented work efforts

  • Independently track key project milestones and adjusts project plans and/or resources to meet the needs of the project

  • Issues and risk reporting and communications as appropriate

  • Full meeting documentation, decision documentation, published and posted to project-specific SharePoint site

  • Consistent and full updates of project-specific SharePoint site to ensure it can be utilized for the most up-to-date information on the project by all project stakeholders

  • Works on med to large complex integrated project design and planning activities with minimal guidance

  • Determine project parameters, design approach/strategy, and establish project plan

  • Makes decisions regarding the direction of the development and implementation of large-scale projects

  • Coordinates the integrated enterprise/global project estimates

  • Estimates the efforts of tasks and initiatives to determine total timeline and detailed budget for projects

  • Proactively define and implement communications mechanisms that meet the needs of individual team members and project stakeholders at all levels.

  • Oversee communications on the part of the team to ensure high degree of effectiveness.  Ensure project status is accurate, comprehensive, and proactively addresses issues and risks, and is published according to plan

  • Proactively and independently perform risk assessments with project teams and document contingency plans

  • Proactively document risk management plan, and lead team through identification and establishment of risk assessment.  Manage these risks following standard processes

  • Utilize a variety of tools to independently identify hidden or non-obvious risks through interviews, investigation, and awareness of project integration points and impacts.  Actively work with team to address and mitigate these risks

  • Performs risk assessments with multiple or enterprise/global project teams and document contingency plans

  • Consistently manages issues and risks proactively, preventing escalated situations in the project.  Demonstrated experience using proactivity as a means to avoid problems on the project.

  • Identify and secure project team resources

  • Document project resource plan which integrates and aligns with project work plan, schedule, and project budget

  • Works directly with established resource managers or resource coordinators to coordinates resource planning, mobilization and planning

  • Identifies and analyzes resource utilization at the project level, to enable proper resource forecasting

  • Share ongoing processes, improvements, and ideas regarding Governance best practices as they evolve with other Project Managers within the team.

  • May be enlisted to assist in mentoring project coordinator

  • May be solicited for input on individual team member performance

  • Participate in and provide input to ongoing project methodology process improvement efforts.

  • Influence and gain commitment on the part of the business to changes required. 

  • Ensure organization readiness by incorporating appropriate planning, communications, and mitigation activities.

Qualifications:


  • Bachelor's degree or equivalent work experience required, preferably in HR or Business Administration

  • 5+ years HR Experience

  • of which is (required)

  • 3-5 years Project/Program Management experience

  • Impact Analysis (consistently able to assess impact for, with minimal supervision, each project aspect and determine if project can expand or not to address new idea)

  • Project Planning (consistently able to independently translate functional requirements into project plans)

  • Project Implementation (consistently able to effectively implement all project phases)

  • Project Management fundamentals (advanced knowledge of schedule, risk Mgmt, issues management, leadership)

  • Documentation (consistently clear, accurate)

  • Communication (consistently demonstrates advanced clear, articulate, concise; verbal and written)

  • Organization/Prioritization (consistently utilized and effective over own work)

  • Demonstrated effective (intermediate level) use of project management software tools

  • Leadership skills (demonstrated experience in overall lead role (senior project level, management/direction setting experience)

  • Decision making skills

  • Problem analysis and solving skills (demonstrated experience in using these skills in a project management role)

  • Matrix management skills

  • General ability to maintain forward progress despite conflicting priorities and competition for resources.
