Job Summary:

This position will support the day-to-day operations of multiple Operating Companies with our entrepreneurial and fast-moving Technology Solutions and Products Group Business Unit (TSPG). The person in this role has strategic impact across the enterprise or business group. Individual is responsible for managing contractual formation, negotiation, and ongoing management medium risk, high value and and high visibility agreements. Successful candidate requires high degree of independent and creative judgment applied to high-level goals and objectives of the Business Unit and an understanding of FAR/DFARS, GSA Federal Schedules, Federal IDIQ, GWAC contracts and supplemental acquisition regulations of various Federal Government agencies. The Contracts Manager shall be the direct point of contact supporting multiple assigned Operating Companies and responsible for the oversight of all Contracts related functions in support of those companies. 

The Contracts Manager must have the ability to set and manage expectations while balancing a workload which may have conflicting priorities. Experience working for a Small Business and/or an 8(a), ANC is a plus. 

 

Responsibilities:


  • Leads contract strategy and provides input to implementation of strategic contract opportunities with high impact to the corporation and Operating Company, while working closely with the internal team (the OpCo General Manager, Project Manager, Business Developer, Operations, Project Controller, Finance Department, and Senior Contracts Management etc.).

  • In conjunction with Operations Personnel, identifies risks and develops mitigation strategies.  Leads contract negotiations and provides contractual domain expertise in implementation, execution, and administration for 8(a) sole-source, directed awards as well as competitive type contracts.

  • Provides guidance to 8(a) Operating Companies to ensure compliance with requirements of the 8(a) program. 

  • Reviews terms and conditions of all new awards to ensure appropriateness of terms and clauses.

  • Provides input to Operating Company to identify, address, and mitigate risk.

  • Prepares formal contract correspondence and ensures contractual compliance with terms and conditions, federal and state regulations and restrictions, as well as internal management objectives for existing and new business activities.

  • Works with different contract types (FFP, T&M, Cost Plus and hybrids), modifies contracts and exercises options, terminates and closes out contracts.

  • Has regular interaction with finance department, project controls, senior management and customer Contracting Officers.

  • Drafts and negotiates contract terms, for confidentiality agreements, teaming agreements, and contracts including price and payment terms, makes recommendations that will be favorable as a Prime or Subcontractor.

  • May provide formal training to other more junior Contracts staff and/or Operating Company staff in various contract domain topics.

  • Understands the business case and has an appreciation of financial/analytical issues and profit and loss implications.

  • Initiates, tracks and administers contract funding, to include active Purchase Orders.

  • May manages lower-level contract staff to ensure compliance with the above.

Minimum Qualifications: 


  • Minimum of 7-10 years-experience with at least 2 years in a leadership role managing the daily activities of others.

  • Bachelor’s degree in business, management or related field or High School Diploma / (GED) with 14 years of experience with at least 2 years in a leadership role.

  • Experience overseeing all contract types (IDIQ, FFP, T&M, Cost Plus and hybrids).

  • Basic understanding of the Small Business Administration’s 8(a) program and Alaska Native Corporations (ANC’s). 

  • Must have demonstrated understanding Small Business and 8(a) associated regulations such as: Limitations on Subcontracting, Non-Manufacturer rule, etc.

  • Experience with contract pricing, contract modifications.

  • Experience handling contract terminations and contract close outs.

  • Demonstrated understanding of FAR/DFARS, GSA Federal Schedules, Federal IDIQ, GWAC contracts and supplemental acquisition regulations of government agencies.

  • Experience in audits and corrective action plans.

  • Great interpersonal communication skills including the ability to build lasting positive relationships with Clients, COR’s and Contracting Officers.

  • Demonstrated excellent writing skills including ability to draft critical contract related responses and notifications.

  • Ability to work in a fast paced, high-volume environment supporting a significant number of contracts from multiple Government agencies concurrently.

  • Must have the ability to obtain a Security Clearance.

 

Desired Qualifications:  


  • Experience negotiating, monitoring, and managing contracts in the commercial Furniture, Fixtures & Equipment (FFE) industry is HIGHLY desirable.

  • Experience negotiating, monitoring, and managing contracts in the Initial Outfitting & Transition (IO&T) industry for both commercial office spaces and/or military medical facilities is HIGHLY desirable.

  • Significant knowledge and/or experience managing 8(a) Sole Source contracts is HIGHLY desirable.

  • Experience in negotiating, monitoring, and managing contracts in the construction industry is a plus.

  • NCMA Contract Management Certification is desirable.

  • Experience in managing international and/or commercial contracts is desirable.
