Job Description:

SUMMARY


The Congregate Facilities Team within the California Department of Public Health (CDPH) Immunization Branch supports COVID-19 vaccination efforts in congregate facilities and works with collaborators within CDPH, state agencies licensing congregate facilities, local health departments (LHDs) and state and federal partners as they track and respond to the COVID-19 pandemic.


The Senior Vaccine Epidemiologist functions within the Congregate Facilities Team of the Clinical and Policy Section of the Immunization Branch. The Senior Epidemiologist provides epidemiological and statistical expertise to other members of the team, Section and Branch. The team also works closely with multiple state agencies on vaccination efforts to reach clients/residents and staff of congregate care facilities. These include skilled nursing facilities, residential care facilities for the elderly, and other facility types. Work includes helping to organize and supervise data analysis of vaccination efforts, evaluate the impact of vaccinations in congregate care facilities, and support sharing of best practices across the state departments. This position will liaison closely with the CDPH Center for Health Care Quality and CA Department of Social Services to coordinate and incorporate outreach to licensed health care facilities.

ESSENTIAL FUNCTIONS



  • Provide expert epidemiological and statistical guidance on projects related to vaccine and congregate facilities.

  • Communicate the results of data analyses to multiple stakeholders, in written documents and in meetings and calls.

  • Specialize in the knowledge and management of large, complex data sources, such as immunization information system data, case-based surveillance data, electronic laboratory reporting (ELR) data, and other data sources.

  • Develop and implement epidemiological methods and models to assess COVID-19 immunization coverage

  • Develop and implement data linkage methods to join immunization information system data to other data sources.

  • Provide subject matter expertise on vaccine data interpretation, quality, strengths, and limitations to Immunization Branch and CDPH leadership to inform policy decisions.

  • Establish and maintain reliable, efficient, and effective methods for communication with team members via web-based applications, telephone, and email to maintain awareness of team capacity, status of data, and immediate needs.

  • Identify and resolve problems and demonstrate expert subject matter knowledge.

  • Implement and revise protocols as needed to ensure timely and accurate COVID-19 vaccine data reporting to all partners.

  • Provide technical assistance and expertise on data management, cleaning, de-duplication, record matching, and analysis of immunization information system data sets by using SAS or R, SQL, and other programming languages.

  • Provide technical support and subject matter expertise to epidemiologists responding to requests for data visualizations, summaries, and data extracts related to COVID-19 vaccination data; assist with completing data requests as needed.

  • Contribute to special projects related to COVID-19 as identified by Clinical and Policy Section Chief.

 


NON-ESSENTIAL FUNCTIONS

JOB QUALIFICATIONS



  • Demonstrated ability to communicate effectively in English and in a culturally sensitive manner, both orally and in writing, with public health and healthcare professionals and other partners.

  • Ability to oversee data cleaning and data quality assessment with attention to detail.

  • Expert knowledge of SAS or R (3 years minimum).

  • Experience with SQL.

  • Knowledge and experience applying the Health Insurance Portability and Accountability Act (HIPAA) requirements and protection of health information.

  • Strong knowledge of data management.

  • Strong analytical and problem-solving skills.

  • Experience managing and interpreting data from very large data sets (millions of records).

  • Ability to make time sensitive decisions in complex situations.

  • Ability to prioritize, delegate and manage multiple tasks.

  • Demonstrate reliability and integrity.

  • Fluency in spoken and written English.

 


Education/Experience 



  • Master’s degree in public health or related field, required.

  • At least three years of experience working as an epidemiologist or statistician, required.

  • Strong knowledge of epidemiological/biostatistical methods.

  • Strong organizational skills and attention to detail.

  • Experience in managing or overseeing complex projects.
