Job Description:

This position provides support to the 96 Test Wing (TW) Plans and Programs Office (XPO) at Eglin AFB, FL for Test Facilities and Infrastructure Program Engineering.

Key Responsibilities:

• Supports the 96 TW/XPO Office, Eglin AFB FL in planning and programming of test facility infrastructure construction projects in support of 96 TW missions.
• This position will be co-located with Eglin AFB Civil Engineering staff (CENPD) to support planning and programming of test facility infrastructure construction projects. Duties will include:
  
  
  • Evaluates and recommends programs and development plans for new construction, renovation, and improvements of real property facilities and infrastructure including utility systems.
  • Performs programming for the accomplishment of operations and maintenance (O&M), real property maintenance by contract (RPMC), and/or military construction (MCP/MILCON) programs/projects. Facilities involved are used to carry out a variety of operations and/or used by a number of different activities.
  • Prepare and process program documents, including MILCON project data, DD Form 1391s, Tri-Service parametric cost estimates and facilities deficiency details data sheets in accordance with established criteria and guidance.
  • Works within Eglin AFB Asset Management Program (AMP) and sub-teams to evaluate and review assigned 96 TW facilities and infrastructure for Building Condition Status (BCI) and Building System Status and recommends prioritization of work based upon prevailing guidance and mission requirements.
  • Works with Eglin AFB Plans and Development section or the Range Configuration Control Committee (RC3) to ensure new construction complies with base development requirements and/or Eglin Range Missions. Coordinates siting of new construction with both of these bodies.
  • Coordinates with internal and external organizations for construction requirements including safety, contracting, technical support, facilities, logistics, communications, and facility security.
  
  
• Must be willing to work extended hours including weekends and holidays when required to meet mission requirements on occasions
• Requires an active Secret security clearance. Top Secret eligibility is desired.

• This position requires a technical Bachelor�s of Science (BS) degree and 3-10 years of applicable experience.
• Six years of applicable technical experience may be substituted for the technical BS Degree requirement (Total of 9 Years) or four years of experience with an applicable Associates Degree (Total of 7 Years).

• Experience in Civil Engineering (CE) installation management, large facilities maintenance, infrastructure, or large construction projects is required.
• A general understanding of Military Construction (MILCON) and Facility Sustainment, Restoration, and Modernization (FSRM/ Operations and Maintenance programming experience is required.
• Experience in Air Force CE processes and Air Force construction and installation management is required.
• A general understanding of construction practices, methods and procedures for civil, structural, mechanical (plumbing, HVAC and fire suppression), fire alarm and electrical construction.
• Understanding of the Air Force CE work order process is required; knowledge of Air Force NexGenIT is a plus
• Have a basic understanding of construction funding (IE: 3300, 3400, 3600 funding).
• Ability to read and interpret construction drawings (blueprints) and construction specification.
• Must have the ability to interface with AFB officials, civil engineering, program managers, financial managers, contracting, and leadership personnel regarding project requirements and status.
• Must be proficient in the use and integration of MS Office Word, Excel and Power point applications.
• Must be capable of traveling to TDY locations as needed.
