If you’re an experienced health educator (see MINIMUM REQUIREMENTS below) with working knowledge of program assessment and grant/budget management, AND a knack for creating buy-in, then this might be the opportunity for you!  As a regional, field-based Immunization Consultant (classification: Public Health Consultant), you’ll be the face and – as subject-matter expert - the brain of our immunization and vaccination programs for physicians, health care facilities, schools, faith-based organizations, community groups…. in other words, just about anyone who has a stake in improving health outcomes.

PRIMARY RESPONSIBILITIES

The Immunization Consultant travels (see UNUSUAL WORKING CONDITIONS, below) throughout assigned region as consultant for all aspects of the Immunization Program, including Vaccines for Children (VFC) and Assessment Feedback Incentives Exchange (AFIX): 



  • monitors health status (e.g., public immunization clinic activity and performance, Immunization Action Plan (IAP) sub-grant activity and performance, VFC program requirements) to identify community health problems




  • provides health education to new private physicians about current immunization information and procedures to reinforce health promotion programs and messages




  • assists private and public immunization providers in planning/assessment of solutions to public health problems/issues (e.g., schedules and procedures for childhood, adolescent and adult immunization practices, indications and contraindications, barriers to timely vaccinations, policies regarding advised consent for permission to immunize, interpretation of Ohio Revised Code (ORC) and Ohio Department of Health (ODH) immunization recommendations and requirements, exclusion and exemption policies for schools and day care facilities, adverse event coordination) to promote change in public health practice




  • provides technical assistance (e.g., on-site visits, telephone contacts) to health departments, schools, day care facilities, physicians, nurses, hospitals, community clinics and the general public to reduce health risk




  • promotes better health through public health services by ensuring timely immunization administration (e.g., assists immunization providers with the development and maintenance of record systems, reminder and recall efforts, computerized assessment techniques for clinics and larger populations and the handling and storage of vaccines according to current standards and package insert requirements; provides corrective action for all immunization providers regarding compliance with federal requirements for the VFC program; provides technical assistance to IAP grantees regarding linkages with WIC programs, registry development and partnership development)




ADDITIONAL RESPONSIBILITIES



  • identifies health risks and determines public health service needs of the Immunization Program, IAP grant activity and VFC program using spreadsheet, database and word processing software applications (e.g., disease registries, geographic information systems, social marketing strategies); obtains and evaluates information from detailed lists of physician activity using online databases to determine appropriate community assets and resources that support the local public health system




  • assists program management in the development of policy, codes, regulations and legislation to protect the health of the public and to guide statewide immunization initiatives, VFC planning and policy implementation statewide




  • tracks measurable health objectives




  • develops proper outbreak control procedures




  • assists the assessment coordinator in developing and executing various assessments of immunization related outcomes and activities (e.g., assessments of current immunization levels)




  • investigates outbreaks of childhood vaccine preventable diseases




  • prepares and maintains required records and reports (e.g., status of all reviews performed, documents of compliance issues observed, follow-up plans to ensure that the provider complies with all recommendations)




  • develops and coordinates health information, health education and health promotion activities designed to reduce the incidence of vaccine-preventable diseases and promote uptake of immunizations in Ohio’s communities




  • facilitates partnerships with various communities (e.g., schools, faith-based communities, work sites, personal care providers) to implement and reinforce health promotion programs and information




  • assesses training needs and develops and delivers training




  • assists in preparing grant applications (e.g., projects/summarizes objectives, activities, evaluation process, education, tracking and follow-up activities) and/or monitors and evaluates spending and assists in preparing or prepares budget estimates




  • reviews and approves contract invoices




  • develops new and/or reviews/revises existing service contracts




  • reviews grant applications to determine appropriateness for funding




  • schedules, coordinates and/or chairs grant review process




  • develops request for proposal (RFP) and announcement of availability of funding to interested providers




  • recommends approval/disapproval of grant requests or budget revisions for local projects




  • writes conditions of grant funding




  • provides technical assistance to stakeholders (e.g., attends/facilitates meetings; reviews and responds to complaints and/or inquiries from health care professionals, program participants, government officials and the public)




  • develops survey and evaluation plans to assess program/project outcomes




  • coordinates distribution of newsletters and/or prepares articles for inclusion in newsletters




  • conducts research/literature reviews and/or attends training, seminars and conferences to keep abreast of trends and legislative changes and other developments affecting assigned area(s) of expertise and to expand knowledge and acquire/expand skills




  • operates personal computer to enter and retrieve data and/or generate documents




  • provides work direction and/or training to other employees assigned to work on given project/program




  • as assigned, serves as a member of a Disaster Recovery/Business Resumption team, Incident Response Team, or similar public health response team which may include the conduct of operations on a 24/7 basis at remote locations




  • UNUSUAL WORKING CONDITIONS: Requires travel (est. 80% of the time, or 3-4 days/week, once onboarded and trained)



MINIMUM CLASS QUALIFICATIONS FOR EMPLOYMENT:



  • OPTION 1



    • Completion of GRADUATE core coursework in public health, health care, health administration or related field; AND




    • SIX (6) MONTHS experience in providing direct service &/or consultation in a public health, community health, hospital &/or clinic setting, to include experience in…



      • program evaluation, AND




      • grant review, AND




      • developing & presenting training programs, AND




      • facilitating &/or working collaboratively with coalitions or groups; AND






    • Must be able to provide own transportation





OR



  • OPTION 2



    • Completion of UNDERGRADUATE core coursework in public health, health care, health administration or related field; AND




    • EIGHTEEN (18) MONTHS experience in providing direct service &/or consultation in a public health, community health, hospital &/or clinic setting, to include experience in…



      • program evaluation, AND




      • grant review, AND




      • developing & presenting training programs, AND




      • facilitating &/or working collaboratively with coalitions or groups; AND






    • Must be able to provide own transportation

  • OPTION 3


    • Equivalent of Minimum Class Qualifications for Employment noted above



 

ADDITIONAL QUALIFICATIONS:

  • Bachelors or advanced degree in public health, health care, health administration or related field




  • Coursework in public health field or health education




  • Experience working with immunizations or other public health field




  • Experience facilitating or coordinating meetings and/or trainings




  • Experience facilitating a committee or coalition




  • Experience developing and presenting training or public speaking




  • Experience providing technical assistance or educational consultation




  • Experience in monitoring/administering local sub-grants or contracts




  • Experience evaluating project outcomes




  • Experience with computer software (e.g., Word, PowerPoint, Excel, Access)
