The Office of the Ohio Consumers’ Counsel, the state’s voice for millions of Ohio residential utility consumers, seeks an employee with a passion for public service to serve as a Regulatory Analyst in its Analytical Department. This position is an opportunity to help consumers, including at-risk and low-income Ohioans, regarding justice for their electric, natural gas, telephone, and water utility services. Since the legislature created the agency in 1976, we have sought lower utility bills and reliable utility service for residential consumers. At OCC, we put Consumers First.
This position involves research, analysis, preparation of reports, and potentially written and oral presentations for residential consumers in such forums as the PUCO and FERC. Written and oral presentations could include testimony. The employee will work with senior analysts, attorneys and others in legal cases and on other projects for consumer protection.
Applicants should have some knowledge of technical and policy issues for protection of utility consumers in state and federal cases and on legislation affecting the rates and quality of utility services. And Applicants should be able to analyze retail electric and natural gas markets, for purposes of consumer protection. Applicants’ experience should include three years in public utility regulation.
Applicants should welcome both collaborative processes and independent work to achieve Agency objectives for consumers. Applicants should have experience with use of spreadsheets for purposes of analysis. Examples of spreadsheet use include compiling data and statistics regarding utility profits, revenues, expenses, customer usage information, and typical bill calculations.
The Regulatory Analyst should have, from an accredited institution, a bachelor’s degree in business administration, accounting, finance, or economics or other related degree. A graduate degree is preferred. Excellence in communications is expected, including the ability to communicate technical consumer issues in an understandable and persuasive way. A thorough knowledge of Microsoft Office programs (including Excel, Word, and Outlook), online research, and other technology used in consumer advocacy is expected.
Salary is negotiable within state government standards, commensurate with education and experience.
