Major Duties and Responsibilities
Under direction, in the Office of Workforce Development (OWD), administers statewide component (i.e., Work Opportunity Tax Credit (WOTC)) and supervises assigned staff: plans, develops, and evaluates WOTC program and program activities; participates in WOTC budget meetings; coordinates with OWD Performance and Office of Fiscal and Monitoring Services (OFMS) to submit accurate program reports; monitors program effectiveness and efficiency and corrects program irregularities or inadequacies (e.g., automated application processing; manual application receipt and processing; agent communication; data entry; pending applications; communication with external and internal customers); advocates for system and process enhancements and improvements; oversees development of training and training material; interprets state and federal laws and regulations and formulates program procedures; promotes effective customer relations with internal and external customers (e.g., applicants; employers; agents; WOTC coordinators; Department of Labor (DOL)); resolves complex or difficult issues; researches policy guidelines established in the federal Employment and Training Administration (ETA) handbook and provides procedural guidance and updates; makes recommendations for corrective steps; coordinates technical assistance or other resources as needed; participates in DOL meetings and discussions representing Ohio's WOTC program.
Supervises assigned staff (e.g., assigns work and provides direction; makes recommendations for hire; reviews work and provides feedback; establishes employee goals; conducts performance evaluations; monitors and evaluates staff performance; approves/disapproves requests for leave; recommends disciplinary action; conducts staff meetings; encourages staff development).
Performs other duties as assigned (e.g., participates in and/or conducts staff meetings; travels to meetings, conferences, and/or seminars; operates personal computer to produce correspondence, reports, and other documents; maintains logs, records, and files).
Completion of undergraduate core program in business or public administration: management science to include coursework in human resource training & development; 12 mos. trg. or 12 mos. exp. in state & federal laws & regulations governing implemented employment services & training programs; 6 mos. trg. or 6 mos. exp. in supervisory principles/techniques; 1 course or 3 mos. exp. in demography; 1 course or 3 mos. exp. in budgeting.
