Are you passionate about monitoring and assessing capital markets risk? If so, we are looking for a Senior Capital Markets Risk Specialist to join our team supervising the Federal Reserve System’s largest portfolio of regional banking organizations (RBOs) – those with consolidated total assets of between $10 billion and $100 billion! An excellent opportunity exists in the Regional Institution Group (RIG) for an individual with a strong background in monitoring market, liquidity, and investment portfolio risks. This Senior Risk Specialist will report to the Central Point of Contact (CPC) for one of RIG’s larger RBO state member banks (SMBs), but will also drive tailored capital markets risk supervision and monitoring activities across the RBO portfolio.

The Supervision + Credit group is responsible for the supervision and regulation of state member banks (SMBs), bank holding companies, savings and loan holding companies, financial holding companies, data service providers, trust companies, and foreign banking organizations that operate in the Twelfth District. Supervised institutions are located in all states of the District and range in size and complexity from small community organizations to some of the largest banking organizations in the country.

Highlights of Responsibilities:

The Senior Capital Markets Risk Specialist owns the risk assessment and monitoring responsibilities related to market, liquidity, and investment portfolio risks for RIG. Specific duties include:


  • Collaborating with risk management colleagues on their cross-portfolio assessment of capital markets risk, and making risk-tailored recommendations for continuous monitoring, supervisory events and event staffing.


  • Performing routine continuous monitoring of portfolio RBOs, on a risk-assessed basis, including monitoring trends and developments through the review of internal risk management reports, regulatory surveillance reports, regulatory filings, and regular interaction with senior company officials, other regulators, and internal auditors.


  • Developing supervisory documents such as continuous monitoring reports, MIS and metrics, and issues tracking.


  • Leading the planning, execution, and report writing for targeted examinations as the examiner-in-charge, as well as participating in full-scope examinations as a contributing member.


  • Maintaining a high level of subject matter expertise and keeping abreast of emerging issues of particular relevance to District institutions.


  • Providing mentoring and on-the-job training to examiners during examination assignments and in other forums as needed.


  • Participating actively in unit and System groups and discussions by sharing experiences and perspectives.


Qualifications:

Required


  • Be a U.S. Citizen, U.S. National, or hold a permanent resident/green card with intent to become a U.S. Citizen.


  • Bachelor’s degree required.


  • Typically 8 or more years of direct or comparable banking, financial industry, or banking supervision experience, with a focus in capital markets disciplines.


  • Ability to travel up to 25 percent.


  • Strong verbal and written communication skills.


  • Intermediate to advanced familiarity with the Microsoft Office suite, including Microsoft Word, Excel and Power Point.


  • Consistently demonstrate the following critical behavioral competencies: influence, critical thinking, collaboration, and leadership.


Preferred


  • An active commission from a bank regulatory agency (e.g., Federal Reserve, FDIC, or OCC).


  • Professional certification, such as the Chartered Financial Analyst or Financial Risk Manager designations.


  • Experience performing capital markets examination work at regional and/or large banking organizations, as well as institutions with foreign operations.
