The Contract Management Analyst applies expert knowledge of contracting and procurement principles and practices. Responsible for handling very complex procurements including major construction contracts. Works independently under the delegated authority of the Manager, Contracts. In the absence of the Manager, may be delegated the responsibility for their projects and reports directly to the Procurement Operations Manager. Provides technical guidance and leadership to team and section staff. The incumbent has the authority to make purchases for the organization up to a substantial dollar amount.

Bachelor's degree, preferably in business, management, economics, mathematics, English, or government, or equivalent experience required. Requires five years of progressively responsible work experience in the procurement field. Comprehensive knowledge of contracting and procurement regulations, contracting laws, practices, principles, policies, standards, and regulations., to include those specifically related to architectural/engineering and construction contracts. Extensive experience in pre-award and post award contracting procedures, selection decisions, negotiations, contract management, and administration. Extensive skill in performing in-depth analysis of complex issues involved in contract proposal and contract administration situations. Skills required include excellent analytical ability, strong oral and written communications skills, and organizational capabilities. Experience with government and commercial statutes and regulations, contracting principles and best practices, and solicitations are required. Must be able to make good business decisions and render sound judgments and recommendations on outstanding contract issues. Must be able to multitask and juggle competing priorities. A demonstrated commitment to a strong customer service philosophy.

Develops the Solicitation Offer and Award Package (SOA) for very complex procurements including major construction projects. Coordinates with the end user and other stake holders to ensure the quality and completeness of the SOA including the Statement of Work, evaluation criteria, cost/price format, and any other special terms and conditions.

Receives and evaluates bids for compliance and responsiveness. Oversees technical and cost team evaluations. Determines financial responsibility of contractors with input from finance and budget staffs. Investigates the adequacy and soundness of a firm's credit and financial position, which requires an evaluation of financial statements, commercial credit reports, cash flow, and guaranteed loans to establish the firm's financial capability. Handles all communication between Board and vendors, including resolving solicitation issues, protests, and disputes.

Works with customers to solve complex, varied, and unusual procurement issues in the preparation and administration of contracts. Identifies, analyzes, and resolves diverse pricing issues in the preparation of solicitations. Interfaces between vendors and end users on cost/price issues and works out data formats and support data acceptable to both parties Interfaces between vendors and end users on contractual problems and works out solutions acceptable to both parties. Exercises independent judgment and develops new approaches to issues, problems, and negotiations. Assists with review and formulation of existing and/or new policies and procedures. A high degree of analytical ability and inductive thinking is required.

Provides assistance with review and formulation of policies and procedures, including the Supplier Diversity Program policies. Provides support to the Procurement Policy and Compliance section, as needed. May serve on Procurements Contract Review Board.

Work involves coordination with diverse groups to ensure effective procurement of goods/services. Requires continuing internal and external contacts involving difficult formal negotiations calling for well-developed sense of timing and strategy and detailed explanation and interpretation of policies, rules and regulations, and managing relationships at the highest level.

It is preferred that incumbent have specific knowledge related to architectural/engineering and construction contracts.
Responsible for orienting and training others. If requested, may act in a "lead" or "senior" capacity over other positions performing essentially the same or related work.

Experience working on highly complex procurements, construction and facilities acquisitions highly desirable.
