OhioMHAS operates regional psychiatric hospitals in six locations across the state. Our specialized facilities provide short-term, intensive treatment to patients in both inpatient and community-supported environments. We also deliver comprehensive care to patients committed by criminal courts.

We are accepting applications for a EEO Program Administrator, PN 20036008, to plan and manage the Equal Employment Opportunity/Affirmative Action program within the Office of Human Resources, headquartered at 30 East Broad Street in Columbus, Ohio.

What you will do


  • Ensures compliance with state and federal program requirements; monitors & submits reports for approval through the Department of Administrative Services (DAS) Office of Diversity, Equity and Inclusion (DEI);

  • Develops &/or reviews policies & procedures, oversees preparation of agency directives, letters, policy statements & procedural manuals relating to Diversity, Equity, & Inclusion programs (i.e., Affirmative Action, EEO, Disability & Inclusion); verifies non-discriminatory language in agency policies, publications, etc.);

  • Drafts and submits agency DEI plan; develops goals & timetables; provides program direction for Regional Psychiatric Hospital (RPH) staff in the administration of statewide agency EEO program;

  • Assigns discrimination cases to staff & reviews work performance; responsible for EEO program for agency, including oversight of discrimination complaints against the RPHs and Central Office;

  • Investigates highly complex or sensitive discrimination cases for agency;

  • Prepares reports & recommendations based on investigations & submits investigative reports to Office of DEI, Ohio Civil Rights Commission (OCRC), Equal Employment Opportunity Commission (EEOC), and agency leadership;

  • Assists Human Capital Management (HCM) team and provides EEO related support for workforce recruitment activities to ensure EEO/DEI policy requirements are fulfilled (e.g., reviews interview questions, participates as observer in agency interviews, identifies equity gaps in hiring practices, researches/recommends alternative recruiting opportunities, etc.);

  • Formulates & implements discrimination/harassment, sexual harassment, Americans with Disabilities Act training initiatives & policies;

  • Develops, implements & conducts EEO conferences & training for agency directors, department managers, supervisors & staff;

  • Oversees EEO orientation activities for new employees;

  • Represents agency at discrimination complaint hearings conducted by state or federal agencies; represents agency position at state hearings.

Completion of undergraduate core program in business administration, management or public administration; 36 mos. trg. or 36 mos. exp. in supervisory, administrative &/or managerial position.

-Or completion of undergraduate core program for academic field of study commensurate with program area to be assigned per approved Position Description on File; 36 mos. trg. or 36 mos. exp. in supervisory, administrative, managerial &/or staff position involving planning, research &/or policy/procedure development.

-Or 5 yrs. trg. or 5 yrs. exp. in business administration, management or public administration.

-Or 1 yr. exp. as Program Administrator 2, 63123.

-Or equivalent of Minimum Class Qualifications For Employment noted above.
