Position Description

This position is responsible for the technical support and overall management for handling safety and industrial hygiene issues for the Kinder Morgan Terminals ("KMT") Northeast Region. Position oversees compliance programs, procedures, and policies associated with federal, state, and local regulations and acts as a liaison with OSG on external legal and regulatory personnel and agencies.
ESSENTIAL DUTIES AND RESPONSIBILITIES:


  • Collaborate with Business Unit and develop specific health and safety objectives and create action plans to meet those objectives.

  • Develop Regional Quality Program consistent with ASTM standards and API 1640.

  • Oversee mechanical integrity and corrosion protection programs.

  • Maintain, review and report EHS performance, identifying opportunities for improvement along with implementing preventative and corrective actions as required.

  • Work with Regional leadership team to drive all key EHS operational controls and EHS action items are resolved on a timely basis by responsible parties (Ops, OSG, etc.).

  • Coordinate and collaborate with the Air, Field Environmental Services, Remediation, PSM/RMP, and other OSG groups to assess and implement initiatives applicable to the region.

  • Create a proactive approach to H&S excellence through cross-functional cooperation, communication and training.

  • Integrate and partner with business leaders to promote a proactive safety culture focused on incident prevention and regulatory compliance.

  • Advise commercial / sales staff regarding H&S implications associated with storage and transfer of new commodities.

  • Oversee internal environmental, health and safety audit actions to ensure compliance with deadlines.

  • Manage implementation, review, and updates to business unit and site specific environmental, health and safety programs to ensure regulatory and corporate standards are effectively integrated into the operation.

  • Ensure timely coordination of all regulatory or Company required testing and training, including industrial hygiene testing.

  • Assist internal / external legal counsel in preparation of legal and technical defenses in regulatory enforcement actions and associated regulatory matters;

  • Coordinate customer and neighbor interaction (customer requests, CAER, community relations, vendors/consultants, agencies, customer audits);

  • Manage regional contractor safety program.

  • Develop safety communication/reporting processes and safety strategies and oversee their implementation.

  • Manage compliance systems (Ops Info, IMPACT) use throughout the region.

  • Implement and support SQE (Safety, Quality, and Environmental) initiatives and directives across the region.

  • Act as EHS/Safety unit section chief in the ICS (Incident Command System) structure for any emergency response incidents.

  • Provide support in the development and implementation of JHA's (Job Hazard Analyses) for both routine (operation and maintenance) and non-routine tasks.

  • All other duties as assigned.


Position Requirements

MINIMUM REQUIREMENTS
EDUCATION & EXPERIENCE


  • Experience in terminal or petrochemical operations with progressive levels of responsibilities.

  • Strong record showing demonstrated success in partnering with key business leaders in managing and improving overall EHS performance.

  • Ability to influence senior leaders and to drive decision making to conclusions/solutions.

  • Must have exceptional skills in building interpersonal relationships, including a high degree of organization, judgment, diplomacy and ability to influence others.

  • Must possess a theoretical and practical knowledge of industrial operations and regulatory standards.

  • High knowledge of current safety and loss control practices is essential.

  • Travel to other field or corporate locations may be required depending on nature of ongoing work activities as much as 10% or possibly even more.

CERTIFICATIONS, LICENSES, REGISTRATIONS

  • Must possess and maintain a valid driver's license and a driving record satisfactory to company and insurers.

  • Ability to attain a TWIC (Transportation Work Identification Credential) as issued by TSA.

  • Successful completion and passing of company drug screen, background check and respirator fit test.
