Job Description:

Westminster Towers is a large upscale Life Plan Community and Health Center located just south of downtown Orlando. We are a church related, not-for-profit community service organization dedicated and committed to providing services for older adults and persons with special needs by creating and administering excellent residential and health care facilities.  

JOB SUMMARY: The Human Resources Director administers company policies and procedures relating to all phases of HR activity personally or through others.  The Human Resources Director guides and manages the overall provision of HR services and programs for the entire community.

ESSENTIAL POSITION FUNCTIONS: Comply with all applicable rules, policies, standards and guidelines related to employment with Westminster Communities.

1. The major areas directed are:

   a. recruiting and staffing;
   b. organizational and space planning;
   c. performance management and improvement systems;
   d. organization development;
   e. employment and compliance to regulatory concerns;
   f. employee orientation, development, and training;
   g. employee relations and counseling;
   h. employee and community communication;
   i. benefits administration; and
   j. employee safety, welfare, wellness and health.

2. Supervises the staff which involves direct and indirect responsibilities for interviewing,
selection, training, motivating, wage and salary administration, performance appraisal,
managing policies and procedures to ensure achievement of the department’s goals.

3. Responsible for the strategic planning and operations of the department by implementing
cost control measures and meeting budget goals.

4. Originates and leads Human Resources practices and objectives that will provide an
employee-oriented, high performance culture that emphasizes empowerment, quality,
productivity and standards, goal attainment, and the recruitment and ongoing development
of a superior workforce.

5. Coordinates implementation of services, policies, and programs through Human
Resources staff.

6. Directs the preparation and maintenance of reports that are necessary to carry out the
functions of the department. Prepares periodic reports for management, as necessary or
requested, to track strategic goal accomplishment.

7. Establishes and leads the recruiting and hiring practices and procedures necessary to
recruit and hire a superior workforce.

8. Interviews management-level candidates; serves as interviewer for position finalists.

9. Partners with management to communicate Human Resources policies, procedures,
programs and laws.

10. Conducts investigations when employee complaints or concerns are brought forth.

11. Monitors and advises managers and supervisors in the progressive discipline policy of the
company. Monitors the implementation of a performance improvement process with nonperforming
employees. Reviews, guides, and consults with MSS recommendations for
employment terminations.

12. Reviews employee appeals through the company grievance procedure.

13. Leads the implementation of company safety and health programs. Responsible for
tracking and preparing OSHA-required reports/data. Responsible for filling & monitoring
progress of all Workers’ Comp claims for the community.

14. Leads company compliance with all existing governmental and labor legal and
government reporting requirements including any related to the Equal Employment
Opportunity (EEO), the Americans With Disabilities Act (ADA), the Family and Medical
Leave Act (FMLA), Employee Retirement Income Security Act (ERISA), the Department
of Labor, Workers’ Compensation, the Occupational Safety and Health Administration
(OSHA), and so forth. Maintains minimal company exposure to lawsuits.

15. Directs the preparation of information requested or required for compliance with laws.
Approves all information submitted. Serves as the primary contact with the company
employment law attorney and outside government agencies.

16. Protects the interests of employees and the company in accordance with company Human
Resources policies and governmental laws and regulations.

EDUCATION AND EXPERIENCE:


  • B.A. or B.S. in an appropriate related major and five to seven years of HR Administration experience required.

  • HRIS experience a must.

  • Certification in HR required.

  • Proficiency in Microsoft Office skills
