PENDING CONTRACT AWARD

TASK DESCRIPTION

The Site Supervisor will be the single interface for the Contract Field Team (CFT) at the Specialized Avionics Intermediate Level Repair Facility (SAILREPAC), General Aircraft Maintenance Logistics Support Group (GAMLSG), Patuxent River, MD. Responsible for providing intermediate and limited depot level aircraft component maintenance repair capabilities, staffing, and logistics management support of a closed loop system for all avionics, electronics and aircraft instruments used on the Presidential VH-3D, VH-60N, and VH-92A aircraft. Supervise day-to-day intermediate and depot-level support maintenance in accordance with (IAW) the scope of the Performance Work Statement (PWS). Coordinate and manage technical and administrative operations and all other aspects of support program to ensure timely availability of aircraft systems and sub-systems to meet specified operational requirements. Ensure Contractor Maintenance Services (CMS) meet or exceed contract performance requirements. Provide expertise and advice on technical and logistical matters and the effective use of CMS efforts. Coordinate maintenance program IAW all applicable Navy maintenance management documents and directives.

 

TASK REQUIREMENTS


  1. Performs duties as single interface with Contracting Officer Representative (COR) and submits required reports accordingly including but not limited to: Certificate Of Completion and Acceptance (COCA), Certificate of Service (COS), Manning Reports, Contract Data Requirements List (CDRL), etc.

  2. Performs duties as primary interface with Corporate CFT Program Manager and submits required reports accordingly including but not limited to: Certificate Of Completion and Acceptance (COCA), Certificate of Service (COS), Manning Reports, Weekly Activity Report, Payroll, Contract Data Requirements List (CDRL), etc.

  3. Performs duties as primary interface with Corporate Director of Quality and submits required reports accordingly.

  4. Provides local oversight of Quality Management System (QMS), training and safety programs.

  5. Accountable for assigned Company Owned Property, Government Furnished Property, and Government Furnished Equipment.

  6. Documents work performed on appropriate forms, electronic database and definitive sheets, as required.

  7. Direct, supervise and coordinate the activities of the contractor’s personnel.

  8. Assist in the preparation of reports, correspondence, and contractor schedules

  9. Makes human relations (HR) decisions and remedies, while also resolving time accounting issues.

  10. Performs other duties as assigned.

 

PREFERRED QUALIFICATIONS


  1. Fifteen (15) years or more in direct Aircraft Component Maintenance Repair of all combined levels of repair. At least ten (10) years shall have been in a supervisory position that included responsibilities for assigning program workloads and progress tracking, as well as duties for the entire shifts.

  2. Fifteen (15) years as a Maintenance Officer or senior maintenance NCO responsible for Naval Aviation Maintenance Program (NAMP) with ten (10) years of experience supervising aircraft maintenance support requirements or civilian equivalents.

  3. Extensive knowledge of Naval Aviation Maintenance Program (NAMP) with fifteen (15) or more years’ experience.

  4. Background with the VH-3D, VH-60N, and VH-92A Helicopters with both Depot and Organizational repairs processes

 

BASIC QUALIFICATIONS


  1. Shall have a minimum of ten (10) years with in the last fifteen (15) years in direct Aircraft Component Maintenance Repair of all combined levels of repair. At least six (6) years shall have been in a supervisory position that included responsibilities for assigning program workloads and progress tracking, as well as duties for the entire shifts.

  2. Extensive knowledge of Naval Aviation Maintenance Program (NAMP) with a minimum of eight (8) years’ experience.

  3. On-site Supervisor shall be able to ascertain and maintain a Top Secret Clearance with Yankee White Access, Category II, per DODINST 5210.87.

  4. Site Supervisor shall possess required training, qualifications, proficiency, and security clearances and satisfy all access requirements prior to commencement of work.

  5. Shall have the requisite knowledge and experience required to instruct aviation maintenance programs in accordance with the Naval Aviation Maintenance Program (NAMP) and Navy Safety and Occupational Health (NAVOSH) Programs as directed.
