The Eugene Water & Electric Board is currently seeking a qualified individual to fill a Utility Locator position in our Support Services Department.

The Utility Locator position at EWEB is more than locating. The locating team takes pride in their everyday work, the EWEB locators are not ticket driven, but are driven by a quality over quantity mindset to ensure the community and the utilities’ infrastructure is safe.This position allows exposure to other departments and trades. The ideal candidate will enjoy working outdoors  as a team or independently in the field, have experience locating underground utility services from point of delivery to meter, excel in computer technology and ability to apply it in the field, accurately read maps and translate to locating, exhibit confidence in problem solving and judgement, tactfully handle stressful situations while multitasking, maintain safe working conditions and demonstrate great learning agility.

The EWEB Utility Locator performs utility locating for water, steam, communications, and electric facilities using RD-8100s with TX-10 transmitters. Utility Locators are occasionally  responsible for setting up traffic control, performing traffic control duties, including flagging as required.  

This position requires the following knowledge of:


  • Utility construction drawings and layout

  • OUNC damage prevention regulations and best practices

  • Oregon Administrative Rules and Revised Statutes pertaining to the Oregon Utility Notification Center.

  • Computer software required to perform the tasks of this position (Ticket Management Program, GIS, etc.)

Additional duties include utilizing electronic ticket system to identify work orders, data entry, organizing and planning out daily routes, operating electronic locating equipment, clear and accurate mark-out services, contractor and customer interactions, monthly, on-call rotation, completing necessary documentation to effectively complete job request and close out  other general labor activities as needed.  

The current starting hourly salary for this position is $27.6597.

This position is subject to the terms, conditions, and benefits of EWEB's collective bargaining agreement with IBEW Local 659.

Minimum Training and Experience Required

Minimum Experience: Six months experience working outdoors while  locating underground utilities.

Education: High School Diploma or equivalent

Equivalency:  An equivalent combination of education and experience aligned to successfully perform the essential duties of this job may qualify.

A combination of equivalent experience and education may be considered.

Valid driver license: Yes

Professional license or registration:   Obtain Traffic Control Flagger Certification within 2 weeks of hire.

Post-offer background check required:  Yes

Post-offer drug test required:  Yes

Post-offer physical / functional test required:  Yes

Apprenticeship or other education/training required as a condition of employment, progression or advancement:  Obtain a First Aid/CPR card within 12 months of hire. Option to obtain class A CDL within 12 months of hire for advancement within the organization.
