Job Description The University of Maryland, Baltimore (UMB) is hiring a Director of Financial Services General Accounting. The Director, in collaboration with Financial Services senior leadership, is responsible for strategic direction and oversight of University general accounts ensuring quality of transactions and adherence of general accepted accounting practices (GAAP). The Director will develop and execute strategic goals and objectives, oversee planning, development, and implementation of financial strategies, and will make financial, personnel, and significant strategic decisions. Direct and lead university-wide activities related to the general accounting function in accordance with University System of Maryland (USM) and State of Maryland General Accounting Division (GAD) rules and regulations. Serve as the chief resource for UMB management on general accounting functions that include asset inventory, customer billing, general ledger maintenance, bank reconciliations, and monthly reconciliation with the state financial system.
Direct the properly segregated day-to-day operations of the central general accounting processes for UMB including timely transmittal and communication of general ledger information to GAD. Ensure that central operations are conducted in a manner that promotes operational accountability and internal control.
Develop methods to ensure proper compliance of general accounting functions by establishing, implementing, and monitoring adherence to policies. Recommend, develop, and implement changes in operating procedures and standards.
Monitor and provide solutions for ongoing university-wide general accounting processes, assessing needs and facilitating improvements. Maintain working relationships with UMB schools and departments. Collaborate with other leaders within central administration to administer approved general accounting practices throughout the organization ensuring that general accounting data accurately reflects the condition of the units and provides reliable information necessary to control operations.
Oversee the month-end and year-end fiscal close processes between the State and UMB accounting systems.
Serve as UMB general accounting liaison with GAD and auditors. Collaborate on responses to audit findings and implement changes to resolve issues.
Provide leadership for the Financials system related to general ledger, fixed assets, bank reconciliation, and non-sponsored receivables. This includes the design, testing, and implementation of new or upgraded Financials system software.
Coordinate the development and delivery of end-user system training materials related to general accounting functions.
Effectively communicate standard procedures, deadlines, updates, and new initiatives via written documentation and periodic university-wide meetings and presentations.
Keep senior leadership informed of issues, project status, and operational needs.
Oversee the integrity/reliability of the financial accounting system. Ensure various reconciliations are completed timely and accurately. Develop metrics and perform quality assurance reviews to ensure the accuracy of daily ledger postings.
Collaborate with administrators and other UMB management and external stakeholders to ensure the delivery of high-quality service.
Timely respond to requests from USM, auditors, and other external entities.
Manage the selection and development of general accounting staff in alignment with department and university-wide goals/objectives in order to promote maximum staff member benefit and effectiveness as well as overall functional productivity. Interview, hire, train, counsel, advise, and evaluate the performance of staff. Develop the general accounting team to ensure quality customer service and efficient processing of general accounting functions. Maintain and promote positive employee relations in the work environment.
Manage complex general accounting-related matters and resolve issues.
Performs other duties as assigned.
Education: Bachelor's in Accounting, Finance, or Business Administration. Experience: Six (6) years of accounting related experience using Generally Accepted Accounting Principles (GAAP). Experience in a large research university or government setting and experience with Oracle Cloud Financials is preferred. Supervisory Experience: Three (3) years of direct management involved in recruitment, training, and professional development of staff. Certification/Licensure: Certified Public Accountant preferred. Other: Designated as an essential employee who may be required to work on non-business days or outside of normal business hours in order to ensure the continuity of operations for general accounting services. Knowledge, Skills, and Abilities: Thorough knowledge of position requirements. Thorough knowledge of all applicable requirements, regulations, and laws. Thorough knowledge of accounting, financial, and/or budget principles and systems and experience applying and interpreting Generally Accepted Accounting Principles (GAAP). Skill in effective use of applicable technology/systems. Ability to effectively communicate both verbal and written thoughts, ideas, and facts, Ability to support a mission and strategic vision. Instructional, training, and teambuilding skills to strengthen and cultivate relationships. Skill in consultation and change management.
