Job Description:

Reporting to the Division Coordinator in Workforce Development and Community Education, the incumbent in this position will implement and oversee a County funded grant program and activities that provide educational services to students of WCC. This grant funded program (JobSTAR) is in collaboration with the Westchester County Department of Social Services. The incumbent is responsible for a range of activities including the development and administration of educational programs that leads to self-sufficiency and financial dependence for the Non-Exempt "employable" TANF customers. In addition, the incumbent will be responsible for the implementation of projects with the County, outside agencies, colleges, and high schools; development of program evaluation designs; development of contacts with grantee agencies, and the general administration of projects including hiring of personnel and managing budgets. Supervision is exercised over professional and clerical support staff. Does related work as required

Major responsibilities/activities include the following:


  • Ensures that the delivery of all program aspects is met through consistent monitoring of all program components.

  • Conducts interviews with prospective students, examines records, recommendations and other materials pertaining to students enrolled in the JobSTAR programing including educations offerings credit and non-credit programming.

  • Develops and implements comprehensive education and training programs to train customers in the development of skills and job search techniques to enhance their employability skills.

  • Oversees and monitors procedures, operations and/or record keeping systems to ensure compliance with the requirements of Department of Social Services to include but not limited to entering data Welfare to Work Case Management System, monitoring engagement and participation hours, and reporting on case types.

  • Manages the day-to-day operation of a large training program including space planning for optimal utilization and resolves problems consistent with programmatic objectives and funding limitations.

  • Establishes and maintains active relationships with grant partners to include but not limited to program participants, Westchester County Department of Social Services administration, Westchester Community College administrators, community leaders, and the business community to disseminate program information and to meet emerging needs of the participants and the community.

  • Compiles comprehensive statistical and narrative reports as required by Department of Social Services and Westchester Community College.

  • Hires and evaluates the work of adjunct professors in assigned program area(s); participates in the coordination and scheduling of non-credit classes and adjuncts professors required to teach courses.

  • Plans, coordinates, and evaluates the work of assigned staff.

  • All other duties, as assigned.




Requirements:


REQUIRED QUALIFICATIONS: A Bachelor's Degree and three years of experience in the field of education, educational administration, or analyses of customer needs, program operations, marketing or customer services is required. Skills in Microsoft Office applications. Excellent interpersonal, written, and verbal communication skills are also required. The skill of working independently as well as part of a team is required. All candidates must have evidence of responsiveness to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practice within the classroom.


PREFERRED QUALIFICATIONS: Experience with employment and training programs is strongly preferred. Experience with Welfare to Work System (WTW) and other databases is also strongly preferred.

SALARY & BENEFITS: The starting salary is $79,822 plus excellent benefits.


WORK SCHEDULE: This a full-time grant funded position. Monday through Friday 9am - 5pm and some Saturdays will be required.
