How will you contribute to the team?


  • Use judgment in interpreting guidelines, in adapting procurement procedures, or in recommending approaches or solutions for specific problems.

  • Develop new financial arrangements and accelerated delivery schedules to support program needs.

  • Discuss issues with opposing views and negotiate a resolution to successfully deliver programs.

  • Drive process improvement, affecting work of functional teams, programs, and the business group.

  • Forge alliances with internal customers, business partners, contractors and suppliers. Know business and stakeholder requirements and proactively deliver solutions through collaboration.

  • Identify, evaluate, select, manage and develop suppliers to achieve desired supply chain performance.

  • Use reasoning, persuasive arguments, personal credibility, and knowledge of group dynamics to get the project team, contractor or stakeholders to support a recommended course of action.

  • Resolve a variety of different issues, such as reviewing requests for waivers to contract requirements, and advise contractors of defective end times.

  • Analyze proposals, audit reports, evaluations, and recommend settlement of claims.

  • Conduct in depth analysis of contractors financial and management systems for ability to perform under compliance with contractual requirements.

What will you contribute?


  • Bachelor’s degree in Engineering, Business, Finance, Construction Management or Supply Chain Management or equivalency in practical work.

  • Must have at least 3 years of relevant experience.

  • Identifies ways to create value and minimize legal risk, utilizing effective contracting abilities. Uses negotiation tactics and strategies with internal and external customers and suppliers to optimize value.

  • Knowledge and skill to draw conclusions and make recommendations by analyzing facts and conditions, and making comparison of prices, discounts, delivery dates, or handling charges.

  • Knowledge of arithmetic practices used in business (e.g., discounts and warranties) sufficient to compare prices on recurring types of procurements, e.g., standard commercial items.

  • Knowledge and skill to apply guideline material by reading and interpreting procurement regulations and technical material, and translating the guidance into specific actions, e.g., assisting in the preparation of solicitation documents.

  • Knowledge of report writing techniques to present factual information clearly, to write procurement memoranda and minutes of meetings, and to draft simple contract provisions and supporting documentation.

  • Knowledge of commonly used contracting methods and contract types relating to the performance of pre-award, post-award, and/or contract price/cost analysis functions when the contract actions are well defined, and precedence exists.

  • Familiarity with business practices and market conditions applicable to program and technical requirements sufficient to evaluate bid responsiveness, contractor responsibility, and contractor performance.
