Overview
The Judicial Council of California is accepting applications for the position of Senior Analyst in the Statistic and Information unit. The Senior Analyst provides key research, data, and analytic support to the Judicial Council, Executive Office, trial courts, and appellate courts. Specifically, this position will support the work of the Data Analytics Advisory Committee (DAAC), whose primary responsibility will be to make recommendations to the Judicial Council regarding the collection, use, and sharing of judicial branch data and information to inform decision-making, promote transparency, and improve the administration of justice while ensuring the security of nonpublic data and data sources. This incumbent will oversee the development and continued maintenance of trial court workload models and performance measures. This position will lead and manage policy and data analysis projects on complex and high-profile initiatives, working independently and with limited supervision.The Judicial Council strives for work life balance and includes substantial vacation and holiday time. In Sacramento, the office is located minutes from downtown, just north of Discovery Park. The successful candidate will be expected to work in the San Francisco or Sacramento office. However, hybrid schedules may be available from a California residence during the duration of the agency's Hybrid Work Pilot Program through 2022.Responsibilities
Conduct independent research, consult with trial courts and subject matters experts at the Judicial Council, and interpret legislation as it relates to workload models and interim updates to models. Use subject matter and technical expertise to identify and define data elements and research questions associated with legislative mandates and Judicial Council priorities and integrate into research design. Lead large-scale research projects on behalf of the Judicial Council, Executive Office, Advisory Committees, trial courts and other stakeholders or provide research support to other JC units on complex, highly visible ad hoc projects. This could include performing workload analysis for other programs/entities, such as court interpreters, Courts of Appeal staff, or assigned judges' program and conducting mandated studies and performing other research work. Develop research design, which may require use of cost benefit analysis, case file review, workload analysis, program evaluation, outcome measures, statistical sampling methods and other qualitative/quantitative analysis and evaluation. Serve as an internal consultant to other offices and/or advisory committee staff on research and data issues to improve use of empirical data for branch policy making. Establish governance policies for data. Build and support data analytics and visualization to help the Judicial Council move toward being a data-driven organization. Identify and help standardize data elements used across projects or groups. Qualifications
Bachelor's degree, and four (4) years of analytical experience in program analysis, development, implementation, research, and/or evaluation. Possession of a bachelor's degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc., may be substituted for one of the years of required experience. An additional four years of professional experience as noted above may substitute for the bachelor's degree. Or, additional directly related experience and/or education may be substituted on a year-for-year basis. OR Master's degree in a directly related field for the assigned discipline such as political science, public administration, statistics, mathematics, etc. that included qualitative and quantitative research, and one (1) year of analytical experience in program analysis, development, implementation, research, and/or evaluation. OR One year in the Analyst classification with the Judicial Council of California or one year of experience performing the duties of a class comparable in the level of responsibility to that of an Analyst in a California Superior Court or California state-level government entity.Desirable Qualifications: Knowledge of court case processing Knowledge of data base management Knowledge of data governance practices and principles Experience using Tableau, Power BI Experience in California state governmentOther Information
