ABOUT THE POSITION

The Riverside County Assessor-County Clerk-Recorder's (ACR) Office seeks to fill a Supervising ACR Technician position located in Riverside, CA. This recruitment may be used to fill other Supervising ACR Technician positions within the department.

The selected candidate will supervise the work of ACR Technicians who perform technical and clerical work in one or more of the major functional divisions of the Riverside County ACR's Office. The Supervising ACR Technician will also be tasked with participating in the employee selection process, training, coaching, and mentoring of employees. Additionally, the incumbent will be performing other related duties as required.

The department seeks candidates that have the ability to plan, assign and supervise the work of subordinates; interpret, understand, apply, and explain laws, regulations, and policies governing legal documents; read and interpret maps, titles, property descriptions, assessment records, and related documents; deal tactfully and courteously with the public; provide information and respond to questions from the public and establish and maintain effective working relationships with the public, staff and other units; organize work procedures and schedule assignments to meet deadlines; meet departmental production standards; train and provide supervision to staff.

Knowledge using People Soft, Eagle Recorder and Microsoft Office are a plus.

Meet the Team!

Assessor - County Clerk - Recorder (ACR), The ACR has a staff of over 375 employees located in offices throughout Riverside County. The Assessor is responsible for locating, identifying, and valuing all taxable property in Riverside County. The Recorder is responsible for providing the public with constructive notice of private acts and creating and maintaining custody of permanent records for all documents filed and recorded in Riverside County. The County Clerk services range from issuing marriage licenses and performing marriage ceremonies to accepting filings of Fictitious Business Name Statements. The Records Management Archives Program (RMAP) unit provides professional records management services, and the Archives Program provides public access to the history of Riverside County.

EXAMPLES OF ESSENTIAL DUTIES
• Plan, organize and supervise the work of an ACR Technician unit in the ACR's Office.

• Interview prospective employees and make hiring recommendations to management; conduct performance evaluations; discipline employees; provide and develop training; establish unit work procedures.

• Advise, assist, and perform the most difficult unit work, and serve as a resource to line staff on highly complex and technical problems; resolve the most difficult issues with the public, government agencies, other County departments, and private sector organizations.

• Set up and implement recommended work programs and training procedures; act as liaison with the Information Technology Department, business consultants, associations and committees, and the public in order to coordinate a variety of activities pertaining to legal documents, official records, vital records, and assessment records.

• Prepare and coordinate statistical reviews and reports.

• Provide research and make recommendations to ensure unit, division, and staff procedures are in compliance with state and federal guidelines and regulations; implement ongoing changes in procedures and general operations of the unit.

• Perform minor maintenance on electronic equipment used to perform unit work.

MINIMUM QUALIFICATIONS
OPTION I
Experience: One year as a County of Riverside ACR Technician III.

OPTION II
Experience: Two years as a County of Riverside ACR Technician II.

OPTION III
Experience: Three years of performing duties equivalent to a County of Riverside ACR Technician III.

ALL OPTIONS:
Knowledge of: Assessor, County Clerk and Recorder departments; types and formats of recordable documents affecting title to property; legal document procedures and processes; property assessment factors and procedures; modern office practices and procedures, including filing and operating standard office equipment; principles and techniques of supervision.

Ability to: Plan, assign and supervise the work of subordinates; interpret, understand, apply, and explain laws, regulations, and policies governing legal documents; read and interpret maps, titles, property descriptions, assessment records, and related documents; deal tactfully and courteously with the public; provide information and respond to questions from the public and establish and maintain effective working relationships with the public, staff and other units; organize work procedures and schedule assignments to meet deadlines; meet departmental production standards; train and provide supervision to staff.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):
    0< 3 year = 80 Hours (10 Days)
    4< 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
