This role maintains payroll work calendar, ensuring the timely payment and reporting of payroll withholding and pay. The Payroll Manager is also responsible for completing quarterly and yearly tax reconciliations and audit of tax reports. The Payroll Manager acts as liaison to internal departments to provide guidance, build working relationships, and resolve escalated issues. PAYROLL ADMINISTRATION & TEAM MANAGEMENT
Oversees the day-to-day operations of the Payroll Department and manages team.
Implements processes that ensure all legally required federal, state, and local taxes, and other deductions such as contributions to benefit programs including retirement (403b) are withheld and pay timely.
Create, Implement, and maintain standard operating procedures, checklists, and workflows for all aspects of payroll operation and administration.
Contributes to the development of payroll related policies.
Responsible for developing, testing, and implement new and/or updated system process improvements and act as the data steward for Relay Payroll System (UKG ready).
Coordinates day-to-day activities and communication between Payroll Department and other internal departments in accordance with set priorities.
Provides information on systems and processes, and guidance on issues as appropriate. Escalates high level issues and all service issues to the Director.
Communicates technical and confidential information to all levels of employees and outside agencies as appropriate. Provides immediate response to requests for clarification and interpretation of data.
Interviews, hires, and trains new payroll personnel.
Oversees the daily workflow of the department.
Provides constructive and timely employee performance reviews.
Performs other related duties or projects as assigned.
PAYROLL & TAX COMPLIANCE
Reconciles and completes quarterly and annual federal and state tax reporting, including Forms W-2 and correction reports as required.
Stays current, complies with, and provides interpretations on various rules, regulations, laws, contracts, and policies.
Ensure requests from governmental agencies and employee authorized inquiries from other third parties for payroll information are completed.
Oversee submission of our quarterly tax reports for Oregon and Washington Worker's Compensation Insurance.
Performs other related duties or projects as assigned
PAYROLL ACCOUNTING
Ensures accurate accounting and reporting on all payroll related feeds to finance. Performs and oversees accurate, correct, and timely payroll & Tax reconciliations and audits, and troubleshoots any issues that arise.
OTHER
Provide professional, timely customer service to employees, managers, and external stakeholders related to Payroll via phone, email, and in-person.
Prepare payroll reports for management as needed.
Facilitate cross-departmental communication and collaboration.
QUALIFICATIONS AND EDUCATION REQUIREMENTS
Bachelor's Degree Accounting, Finance, Administration, or related area.
7+ years' progressively Payroll experience, including a minimum 3 years of Managing experience. In a union environment preferable.
Working knowledge of payroll processing and basic accounting principles.
Advanced knowledge of Kronos/UKG Ready payroll module.
Effectively and accurately communicate both in writing and verbally.
Computer literate with a high level of comfort using Microsoft Office (Word, Excel, Outlook, and Power Point)
KNOWLEDGE, SKILLS, AND ABILITIES
Advanced knowledge of UKG-Ready payroll and attendance tools.
Ability to analyze and interpret data for accuracy.
Ability to research laws, regulations, codes and/or statutes.
