ABOUT THE POSITION

The Riverside County Department of Public Social Services (DPSS) is seeking an Administrative Services Manager I who will be assigned to their Children Services Division in Riverside. This position currently offers telecommuting options, telecommuting options are subject to business needs and are not guaranteed.

The selected candidate would be dedicated to working with existing foster caregivers and agencies, as well as the Intensive Services Foster Care (ISFC)and Short-Term Residential Therapeutic Program (STRTP)-level providers around expanding existing contracts, accessing specialized services, and working closely with California Department of Social Services (CDSS) and surrounding counties to staff our youth for placements in appropriate levels of care. The Administrative Services Manager I will work closely with DPSS's Contracts and Fiscal divisions to develop and expand existing contracts with care providers. They will also have direct oversight over complex care funding and the Children's Crisis Continuum of Care 5 year pilot program, in partnership with San Bernardino County, and both counties' Probation and RUHS-Behavioral Health Departments. Additionally, the incumbent will oversee and participate in existing inter-agency partnerships, create new partnerships at the State and local level, and with other child welfare agencies, care providers and other agencies to expand placement resources, enhanced services, and leverage funding sources.

The most competitive candidates will possess Child Welfare System and Case Management System experience ( CWS/CMS ), strong k nowledge of child welfare legislation and licensing regulations, and p roject management experience. Candidates with experience in child welfare and those that have a Masters degree are also highly desired.

The Administrative Services Manager I is not a natural progression underfill to the Administrative Services Manager II.

This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(C) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

EXAMPLES OF ESSENTIAL DUTIES

• Plan, organize and coordinate administrative and a variety of operational activities in a County department or Agency, including such support activities as procurement, budget preparation and contract administration and departmental or Agency personnel activities; provide guidance for departmental/Agency personnel in supervision, recruitment, selection, and the management process; resolve complex department or Agency administrative and personnel problems; conduct time studies and assess quality work measurements to assist with departmental/Agency personnel standards and needs.

• Interview, hire, train, and evaluate the performance of divisional subordinate staff; represent the department or Agency on grievances and disciplinary matters.

• Act as a member of the department's or Agency's management team by conducting research and developing recommendations for policy and operational issues and changes; participate in the implementation of revised operational and administrative policies.

• Represent the County department or Agency on various professional and intra-County departmental/ Agency committees and in committee meetings; coordinate interface and interaction between all divisions of a department or Agency with the Executive Office, Auditor-Controller, County Counsel, and other County departments or agencies, as necessary; lead, participate and/or represent the department in state and/or County-wide task force for systems, programs or operational presentations, and procedural development.

• Project revenue and expenditure changes, adjustments and proposals for source funding; recommend departmental/Agency action to balance budget; direct development of forms and procedures for recordkeeping and budgetary controls; prepare management reports.

• Supervise the automated systems and prioritize needs; coordinate research, design and development for the department or Agency of routine to highly specialized technical and information systems in order to facilitate future growth, development and/or purchase.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in accounting, business or public administration, information services, finance, or a closely related field to the assignment. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)

Experience: Three years in an administrative or staff capacity, which must have included at least two years of supervising professional and technical staff in two of the following areas: gathering and compiling facts and statistics to evaluate program effectiveness and recommend program revisions; preparing and maintaining a program budget or maintaining and controlling the fiscal recordkeeping functions and systems in a department, agency, division, unit, or company; coordinating and conducting studies of administrative and operational activities, including budget preparation and control, equipment usage, staff patterns, work flow, and space utilization, or contract monitoring and administration. (A master's degree from an accredited college or university in accounting, business or public administration, finance, or a closely related field to the assignment may substitute for one year of the required non-supervisory experience.)

Knowledge of: Principles, methods and techniques of administration, organization and management in a governmental or public agency environment; theory, principles and practices of governmental accounting, budgeting and auditing; a variety of computerized information systems and their applications; public records procedures or governmental recordation operations; federal, state and local laws, regulations and policies relating to public records or governmental agency recordation processes; principles of public agency employer/employee relations.

Ability to: Plan, organize and direct the work of a department or Agency administrative program; analyze and evaluate operational programs, projects and procedures; plan, organize, coordinate, and supervise procedures, changes and improvements in public agency projects and studies; coordinate project activities with management, elected officials and representatives of other governmental agencies and County departments or agencies; supervise the work activities of teams in multi-disciplines; direct a variety of administrative, organizational and governmental financial systems and programs; analyze, interpret and explain detailed information (e.g., state statutes, local ordinances, contracts, permits, and public record procedures) to subordinate staff and to large committees of officials and the public; chair, provide leadership and/or participate in a variety of committees and task forces; establish and maintain effective working relationships with staff, governmental organizations, civic groups, and the general public; write concise and accurate Requests for Proposals/Quotes, reports and correspondence.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.

    ANNUAL LEAVE (Bi-Weekly Accrual):

    0 < 36 months = 8.92 Hours
    36 to <108>108 or more months = 12.00 Hours

    Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.

    ANNUAL LEAVE for Unrepresented Management Attorneys: Effective July 12, 2012, the specific affected Unrepresented Management Attorney classifications as stated in Article 22 of the Management Resolution will receive an additional 4 hours per pay period to their Annual Leave accrual. This additional leave accrual will expire at the end of the last pay period in June 2014. In addition, the maximum accrual for Annual Leave (or vacation) will be raised by 200 hours for eligible employees only. Maximum Annual Leave accumulation is 2,000 hours.

    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).

    BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
