Job Description:

ABOUT THE POSITION
The Riverside County Office on Aging is seeking an Office on Aging Program Specialist II to join the team in Riverside.

The selected candidate will be responsible for researching and analyzing programs. The incumbent will also be tasked with program development, monitoring, and evaluating programs, providing admin and technical assistance to stakeholders, and developing, and delivering information to create teaching and training modules. Additionally, the incumbent will be responsible for record and document management and submit reports to the state. Bilingual in Spanish is preferred but not required. May need to travel throughout Riverside County as needed.

The department seeks candidates with experience providing administrative and technical support, program development, monitoring and evaluation, information gathering and submitting reports, working with the senior population and family caregivers, knowledge of community resources for the senior population, and policy development. Proficient in Microsoft programs is preferred.

At this time, the position has the opportunity for a hybrid telework schedule based on business need, however job expectations, at times may require in person interaction. Telework may change at any time and you will be expected to report to the office.

Office on Aging , one of 52 County departments, is authorized by the Older Americans Act and the Older Californians Act. The department is charged with developing a system of care that offers safety net services for vulnerable older persons and adults with disabilities.

EXAMPLES OF ESSENTIAL DUTIES
• Reviews and revises request for proposals for distribution to potential contractors and subcontractors; Assists in developing team strategies for program implementation; researches public funding levels in agencies providing services to seniors in order to determine eligibility for government reimbursements.

• Establishes community contacts to effect partnership building with other agencies;
Conducts grassroots building in communities to educate the populace on older adult issues; Develops community based resources for senior citizens.

• Researches, gathers information, and contacts State representatives to obtain interpretations of state and federal guidelines.

• Develops contract monitoring and assessment instruments; Monitors and evaluates the contractors' compliance with contractual agreements and state and federal guidelines.

• Disseminates information and provides technical assistance to contractors and advisory committees.

• Reviews contractors' monthly program reports and recommends corrective action as needed.

• Assists in developing and/or modifying the department's long and short-range plans by conducting needs assessment through the use of written tools, focus groups and phone polling, and presenting recommendations to the Office on Aging's leadership team.

• Reviews grant applications submitted by community based organizations to determine appropriateness and avoid duplication of services for seniors.

• Coordinates meetings with senior center directors and other service providers to share information and resolve problems.

• Acts as an advocate for senior citizens which includes: Ensuring the continuity of services from program year to program year, responding to the need for and quality of services for seniors, providing resource referrals and related follow-up services.

• Responds to inquiries according to regional assignment; Prepares reports and correspondence; Represents the Office on Aging at meetings and conferences; May supervise a small clerical support staff.

• May serve in a lead capacity over a professional and technical program staff.

MINIMUM QUALIFICATIONS
Knowledge of: The principles of planning, organization, research and analysis; The needs and concerns of senior citizens; Community resources available through governmental, non-profit agencies, and community groups; The perceptions and attitudes of the community toward the elderly, dependence, and publicly supported services, and their effects on the community; Basic fiscal record keeping methods.

Ability to: Research, analyze, and evaluate data; Prepare recommendations, reports, and plans; Calculate basic statistical data in the development of reports; Understand, interpret, and apply provisions of various governmental regulations and guidelines and contracts for services; Analyze programmatic problems and devise workable solutions;
Communicate effectively in oral and written form with people at various organizational and socio-economic levels; Establish and maintain effective working relationships with community service agencies and groups, the public, the advisory board, and staff members.

OPTION I

Experience: Six months of experience as an Office on Aging Program Specialist I with the County of Riverside.

OPTION II

Education: Graduation from a recognized college or university with a Bachelor's degree in Gerontology, Human Development, Sociology, Psychology, Business/Public Administration or a closely related field. (Additional qualifying experience may substitute for the required education on a year-for-year basis.)

Experience: Six months of experience within a program directed toward senior citizens or economically disadvantaged groups in which the primary area of responsibility included two or more of the following functions: (1) performing research and analysis in developing recommendations and reports or plans; (2) developing, implementing, and coordinating programs; (3) monitoring and evaluating programs or projects; (4) providing human resources referrals and follow-up services to clients. (A Master's degree in gerontology, sociology, psychology, or a closely related field may substitute for the required experience.)

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):
    0< 3 year = 80 Hours (10 Days)
    4< 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
