Job Description

Basic Purpose:

Positions in this job family are assigned responsibilities involving professional level work in managing, coordinating or directing a major phase of a comprehensive or specialized operating program, providing staff services in various management areas, direction of a major operating division, program, unit, or functional area, or similar responsibilities. This may include serving as an operating program manager assigned administrative, staff, or program responsibilities, coordination, promotion, and improvement of programs, providing services in the areas of formulating agency policies or operating procedures, preparing agency budgets, fiscal management, human resources administration, physical plant operations, or other management functions, supervising specialized agency services, performing highly technical managerial or administrative support duties for executive level positions, or directing and coordinating volunteer or educational programs, and other comparable responsibilities. Positions not clearly identified by another job family, but having responsibilities involving directing, managing, or coordinating various agency functions or programs, may also be included in this job family.

Typical Functions:


  • Provide required quarterly and annual fire and safety training to ensure that all facility staff are current on fire and safety measures per the requirements of OSHA, DOL, and ODMHSAS policies. Attends various training/seminars/workshops as required (mandatory and elective). Provides supervision and guidance to assigned staff.

  • Completes monthly reports with at least 90% accuracy and within three (3) business days of request. Ensure that the Clinical Compliance and Development Coordinator and at least one other Clinical Compliance and Development staff member is informed and trained to cover responsibilities in areas of safety and risk management during times of absence.

  • Employee will be required to attend and prove competency in the following areas: 1) Therapeutic Options; 2) Annual Personnel Orientation to include Client Rights, Confidentiality, Crisis Intervention, Child Abuse, Fire/Safety, Bloodborne Pathogens/Infection Control, TB, Hazardous Chemicals & Violence in the Workplace; and 3) complete CEU's annually to maintain competency and certification.

  • Oversee the timely and correct entering of AVATAR data for all services, types and locations, daily for client data core and monthly for services. Manage helpdesk requests to enable users to organize and manage access to patient information in AVATAR.

  • Act as the facility's primary safety officer. Ensure that the facility adheres to guidelines as per the ODMHSAS Department Policies, Department of Labor, OSHA, Joint Commission, and Center for Medicare/Medicaid Services for safety and security. Act as the facility's primary and sole risk manager. Follow-up with staff to ensure that all incidents and injuries are reported via the electronic critical incident report.                                                                       

  • Assumes personal responsibility for meeting commitments and correcting problems; develops a clear understanding of customer needs and goals; maintains clear communication with customers about time frames and expectations; follows through and responds to customer inquiries. Follows up after a problem has been resolved to inform the customer of action taken; responds calmly under pressure. Also ensures this is modeled and expected of other staff.

  • Works effectively with others to resolve common issues/problems. Listens and seeks others' perspectives, gives appropriate praise and credit to team members when they have done a good job.

  • Seeks to involve others with diverse perspectives. Clearly identifies and understands problems and causes before seeking solutions; analyzes alternatives and designs solutions and contingencies to achieve desired results; plans and executes solutions; sets priorities on tasks/activities; evaluates effectiveness of solutions and make changes as needed.

  • Clearly assigns responsibilities to others to encourage staff development and growth. Initiates
    action; directs staff activities toward the accomplishment of meaningful goals; commands the
    attention and respect of others; creates an environment that rewards accomplishment of
    individual and group goals; facilitates independent thinking and growth of staff.

  • Makes productive use of work time; ensures that work does not suffer if personal business interrupts the workday; limits incidences of unscheduled absences; when unscheduled absence is unavoidable, complies with policy requirements. Due to the uniqueness of 24/7 operations, maintains flexibility in work schedules and scheduled time off.

Pay and Benefits:

Ability is required to establish and maintain effective working relationships with others; to communicate effectively, both orally and in writing; to establish and develop training programs; to exercise good judgment in analyzing situations and making decisions; and to organize and present facts and opinions.

Education and Experience:

Education and Experience requirements at this level consist of a bachelor's degree and one year of professional or technical administrative* experience in business or public administration; or an equivalent combination of education and experience, substituting one year of qualifying experience for each year of the required education. ## *Technical administrative experience would include highly complex clerical work gained under the direct supervision of a professional supervisor or manager. *Technical administrative experience would include highly complex clerical work experience gained under the direct supervision of a professional supervisor or manager.

Special Requirements:

Some positions will require that applicants be willing and able to perform all job-related travel. ## Some positions within the Oklahoma Department of Agriculture, Food and Forestry may require education and/or experience in the production, processing and/or wholesale marketing of agricultural products.
