Full-time 40-hour work weeks.
Support the Construction, Planning and Real Estate Services Team.
Salary up to $60,000.00 per year.
Responsibilities
Under the managerial supervision, leads the planning, development of processes, and strategy for low bid projects and serves as the point person for low bid projects.
Reviews plans and specifications for construction projects applying knowledge of design, construction practices, building codes, and building materials.
Reviews and integrates planning, construction policies and procedures in accordance with OMES policies and procedures.
Provides advice to state agencies in pre-planning for capital improvement projects including new construction, alteration, and renovation projects.
Participates in screening and interview committees with state agency in determining best qualified candidates and fee negotiations.
Develops and issues solicitations for award of contract for both construction and consultants.
Writes contracts using standard forms, negotiates prices, and makes recommendations to manager.
Chairs pre-construction and pre-bid meetings.
Oversee scope development meetings including feasibility, schematic, and design development between using agency and consultant or contractor.
Reviews and approves all change orders and pay requests for construction projects.
Responsible for the review of inspections performed by consultants and construction managers during construction.
Responsible for ensuring guidance and oversight are provided to state agencies, consultants, and contractors to keep the project within scope, budget, and schedule and ensure maximum efficiency in the expenditure of state funds.
Responsible for coordination for the evaluation of projects during warranty period.
Attends monthly progress meetings, develops status reports, takes pictures, and delivers presentations as required.
Conducts bid openings with authority, knowledge, and professionalism.
Establishes and maintains benchmarks and best practices for low bid projects.
Physical Demands and Work Environment
This position typically works in a comfortable office setting with a computer for a large percentage of the workday.
This position may be required to visit a worksite which requires bending, stooping, climbing, and walking. The use of protective equipment may be required to protect against environmental or physical hazards.
While the typical environment will be a quiet, climate-controlled office setting, there may be instances where this position will be exposed to more extreme environments.
Occasional travel may be required.
Minimum Qualifications
Bachelor’s degree in Construction, Project Management, or related field and;
Seven (7) years’ experience in consulting, project administration or project management or;
An equivalent combination of education and experience substituting one year of additional experience for years of education.
