General Description:
The Behavioral Health Director position is part of the Options Leadership Team. Duties of the position include all aspects of supervision of the clinical managers, chief consulting psychiatrist, and clinical supervisors. Oversight of Medicaid, Medicare, commercial insurance programs, including development, quality assurance, audits, and utilization reviews. The Behavioral Health Director needs to have a strong clinical background, experience in agency administration, program development, community networking and collaboration, problem solving skills, and budget development and monitoring skills. Extensive travel within the state is required.

Required Qualifications:
A Master’s degree or Doctorate in psychology, counseling, social work, or related field is required, including relevant clinical licensure. Two years’ experience with supervision, quality control, program development, and/or related activities. Successfully passing an ODHS criminal background check, which may include fingerprinting, is a requirement. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
Essential Job Duties:
Administrative
Monitor Medicaid, Medicare, and private insurance contract compliance including utilization and adherence to evidence-based practices.
Maintain a thorough knowledge of policies, procedures and practices related to Options behavioral health programs.
Assist clinical managers and supervisors in tracking staff performance and contract compliance using Options’ electronic client record (ECR)
Work with financial/billing staff to ensure proper procedures are used.
Review cost-effectiveness and viability of programs in collaboration with Leadership and Mental Health teams
Develop systems and processes to ensure quality delivery of services and effective use of agency resources
Maintain broad overview of programs to support staff and respond to community partners
Plan and strategize short- and long-term goals of agency
Carry-out goals and objectives of behavioral health programs.
Participate in Quality Improvement processes including involvement of consumer representatives, goal setting, and implementation
Prepare for and complete program audits
Facilitate Employee Advisory Committee meetings.
Supervise, support, and evaluate clinical managers and supervisors.
Engage in new initiatives and projects, such as substance use disorder treatment and feedback-informed treatment.
Participate in Leadership Team meetings and activities.
Collaborate with Social Services director in cross-program opportunities.
Clinical
Remain current on clinical practices and techniques
Review cases with focus on achieving goals in the most cost-effective and clinically sound manner
Ensure high quality delivery of services
Provide on-call, 24-hour emergency response to program and clinical managers, and staff as needed.
Coordinate and ensure 24-hour call to clients is provided consistent with best clinical practice and contract requirements.
Work collaboratively to develop and implement trauma-informed care.
Collaborate with licensed medical providers (LMPs) including facilitating monthly meetings
Community Relations
Act as liaison between agency and external community
Review and handle complaints about program or staff, in collaboration with Leadership Team
Participate in Coordinated Care Organization (CCO) meetings and committees on a State and local level
Respond to inquiries about behavioral health programs from community members
Make presentations to community about Options’ behavioral health programs when appropriate
Participate on community committees or delegate agency representation
Working Conditions:
Extended periods of time sitting or standing at workstation updating client records, and phone work
Ability to cope with clients who may use challenging or offensive language with potential for escalation to physical aggression
May be required to work afternoon, evening, and/or weekend hours.
Requires continual mental concentration and attention to details
Extended periods of focus and attention and computer use are often required.
Strict deadlines must always be met, which may result in stressful situations.
