Job Description:

PCSI is looking for a Senior Subcontracts Administrator. The Senior Subcontracts Administrator is mainly responsible for tracking and maintaining PCSI's portfolio of subcontractors, evaluating performance and risk factors to find opportunities for improvement. This position also involves preparing solicitations and participating in negotiations with new subcontractors. The Senior Subcontracts Administrator keeps other departments informed about external compliance requirements and internal procedures companywide. Experience with government contracts is a major plus!


This is a full-time position based out of our corporate office in south Austin, TX on a hybrid remote schedule.

  • Base pay of $35-$38/hr depending upon experience.

What You'll Do as Sr. Subcontract Administrator:



  • Acquisition Administration

    • Preparation and issuance of solicitations (RFQs, RFPs, and RFIs).

    • Analyze quotations/proposals using advanced price/cost analysis techniques.

    • Identify subcontracting needs during bid stage and prior to start of contract, option period, and/or newly awarded services to ensure adequate time for compliance.



  • Negotiation & Award Administration

    • Participate on negotiation team for major subcontract agreements.

    • Issues subcontract/purchase agreements and modifications in accordance with all regulatory (FAR/DFARS) and corporate requirements.



  • Subcontract Administration

    • Maintain strong business relationships with all subcontractors.

    • Support in processing and approving invoices and payments.

    • Perform risk analysis and develop innovate solutions to problems.

    • Evaluate subcontractors using key performance indicators (KPIs) based on government and PCSI requirements.

    • Administration of small business subcontracting plans on federal contracts.



  • Recurring Admin Responsibilities

    • Enter and administer company data in Government systems (SBSP, eSRS)

    • Track and monitor enterprise-wide subcontract portfolio,

    • Report to management areas of supply chain concern and opportunities for improvement, including to company policies and procedures.

    • Work closely with functional groups (Program Managers, Operations, Legal, Cost and Pricing, Accounting, etc.) to maintain internal and external compliance and develop effective channels of communication.

    • Serve as category manager and remain knowledgeable of market conditions that affect subcontractor selection and performance.

    • Training of company personnel nationwide (usually virtually) on corporate subcontract management practices, procedures and resources.

What You'll Need to Be Successful:



  • Bachelor's degree required in business administration, finance or related business field,

  • Four (4) years of similar contract/subcontract administration experience.

  • Additional training or certification in Contract/Subcontract management preferred.

  • Government contract or subcontract experience and/or knowledge of FAR/DFARS preferred.




Knowledge, Skills, and Abilities:



  • Experience supporting business and functional deliverables.

  • Strong time management skills with ability to work well under pressure, multi-task and handle multiple priorities.

  • Advanced written and oral communication skills.

  • Excellent analytical and problem-solving skills.

  • Self-starter with the ability to work both with minimal supervision and as a team player at the same time.

  • Experience with MS Office suite of programs: Excel, Word, and Outlook and SharePoint functions.

  • Knowledgeable of federal laws to include Service Acquisitions, FAR, CFR, SCA, Davis Bacon Act.

  • Familiarity working with financials, including budgets and cost details.

  • Ability to interpret policies, procedures and regulations.




Other Requirements:



  • Ability to pass criminal, drug, financial, and driving screening.

  • May need to have the ability to legally drive a company vehicle.

  • Occasional travel may be required, up to 10%.
