Job Description:

DEFINITION:
Under the direction of the Environmental Resource Manager, perform environmental compliance monitoring, site management, and other duties in the coordination and supervision of landfill compliance projects; ensure gas collection system, water systems and other technical facilities are operational at assigned landfill sites; perform gas collection duties, inspections and quality control duties related to landfill projects.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
· Responsible for routine monitoring and maintenance of environmental systems at two regional landfills.
· Use environmental monitoring equipment, including multi-gas detectors, water quality and quantity instruments, and weather instrumentation.
· Perform the monitoring, operation and maintenance of leachate collection and recovery systems, including monthly monitoring, sample collection and testing, pump and sensor evaluation, preventative maintenance, and troubleshooting.
· Operate and monitor groundwater pump and treat system; track and evaluate groundwater levels; interpret analytical results to assess the effectiveness of carbon filters.
· Assist with planning, coordination, and supervision of work performed by contractors on capital projects related to environmental compliance.
· Keep records and prepares reports for mandated Federal and State compliance. Coordinate inspections and investigations with other state and local agencies.
· Conduct environmental surveys and studies, applying appropriate sampling and monitoring protocols.
· Oversee gas collection operations according to established procedures; construct, monitor, repair and modify gas collection system according to established procedures; monitor work performed on gas collection system by contractors.
· Communicate with various personnel, outside agencies, consultants, and contractors to exchange information, coordinate activities, and resolve issues or concerns; serve as a contact for various landfill-related projects.
· Assist site personnel with inspections and maintenance related tasks.
· Develop and evaluate projects, plans and specifications in compliance with applicable rules, laws, policies, and procedures; prioritize, organize, and manage contracted scope of work.
· Perform duties in the procurement and delivery of materials, equipment and supplies for landfill-related projects and obtain quotes for related materials.
· Operate a variety of equipment including a computer and assigned software; utilize various landfill-related equipment including hand and power tools; operate a motor vehicle.
· Perform related duties as assigned.

REQUIRED QUALIFICATIONS:
Education and Experience:
· Environmental Resource Technician I: any combination equivalent to: Associate of Arts degree or four (4) years of increasingly responsible fieldwork experience in construction, environmental monitoring, or other related field. Landfill experience is desired but not required.
· Environmental Resource Technician II: a minimum of one year of experience equivalent to Environmental Resource Technician I.
Licenses and other Requirements:
· Valid California Class C driver's license.

Knowledge of:
· Environmental monitoring, sampling procedures, recordkeeping, and data collection.
· Principles of construction as it relates to gas collection and leachate recovery systems, groundwater extraction wells, soil vapor monitoring wells.
· QA/QC and interpretation of environmental data.
· Experience operating and maintaining electrical pumps and blowers.
· Landfill gas collection, leachate recovery, and pump and treat systems.
· Applicable federal, state, and local environmental regulations.
· Interpersonal skills using tact, patience, and courtesy.
· Health and safety regulations and procedures.
· Record-keeping and report preparation techniques.
· Oral and written communication skills.
· Microsoft Office 365, including Word, Excel, and SharePoint.

Ability to:
· Perform fieldwork independently.
· Plan, organize and direct the work of professional and sub-professional personnel and consultants.
· Analyze situations and adopt an effective course of action.
· Interpret hydrological data.
· Conduct environmental investigations and inspections.
· Interpret rules, regulations, policies, and procedures.

· Operate standard office equipment including a computer and assigned software.
· Maintain records and prepare reports.
· Meet schedules and timelines.
· Plan and organize work.
· Work independently with little direction.
· Communicate effectively both orally and in writing.
