Job Description:

ABOUT THE POSITION

The Office of the District Attorney is seeking to fill a Victim Services Supervisor to support the Division of Victim Services located in Riverside. The incumbent will specifically support the Claims Unit which is responsible for processing applications for Victim of Crime through the California Victim Compensation Board also known as CALVCB. In addition, the incumbent will be supervising the staff who provides assistance to victims of crime and/or their survivors applying for compensation reimbursement for medical costs and loss of income through the California Victim Compensation Board; oversee the work of (4) Senior Claims Technicians, (4) Claims Technicians and a clerical staff; coordinate victim services with other agencies and the community; and performs other related duties as required.

The Victim Services Supervisor is the supervisory level classification in the Victim Services series and reports to the Victim Services Regional Manager. This class differs from the class of Victim Services Specialist in that incumbents in this class work as supervisors over Victim Services staff and do not carry caseloads.

The Victim Services Supervisor differs from the lower level Victim Services Specialist in that incumbents work as supervisors over Victim Services Specialist staff and does not carry a caseload. The Victim Services Supervisor is distinguished from the Victim Services Regional Manager in that the latter serves at the pleasure of the Department Head and is characterized by the responsibility for managing the Victim Services Program including planning, fiscal, and volunteer services. The Victim Services Supervisor is further distinguished from the Director of Victim Services and Programs by the latter's continuous, total, and overall administrative responsibility for the entire Division of Victim Services and functions as the division head.

EXAMPLES OF ESSENTIAL DUTIES

• May process new claims as needed to alleviate backlogs; plans, coordinates, and supervises the clerical support function; determines need for new or revised policies and procedures and makes recommendations.

• Establishes the accuracy and complexity of claims; interprets legislation and Control statutes that affect the California Victims Compensation Board.

• Independently develops and implements unit procedures within program guidelines; tracks and resolves problem claims; provides guidance to staff in resolving unusual problems.

• Prepares County-wide monthly statistics and reports for the California Victims Compensation Board and Division of Victim Services Director.

• Plan, organize, direct, and coordinate through subordinate staff, all programs within an assigned division or team of the District Attorney's Office Division of Victim Services; supervise staff who are active members of the Integrated Trial Team and ensures quality case management; ensures staff provide adequate communication of case details to prosecutors and investigators while maintaining victim rights.

• Evaluate policies, procedures, and practices for effectiveness and consistency with department goals and standards; recommend and implement changes to improve operations or modify programs to meet victim needs.

• Provide consultation and guidance to subordinates on unusual, sensitive, or complex case issues; confer with subordinate personnel and other staff on program and procedure modifications; take appropriate action to assist in resolving personnel problems.

• Establish and maintain effective working relationships with community organizations, government and private agencies, and the general public; represent the Division of Victim Services at a variety of meetings and functions; serve as an informational resource to the community; plan, initiate and coordinate outreach activities throughout the community.

• Supervise staff, evaluate work performance, train, and participate in the hiring of staff.

• Drive a County vehicle to carry out duties, including supervision of staff at multiple locations.

• Review present and pending legislation to determine impact on programs, and provide recommendations on changes to policies and procedures.

• Maintain up-to-date electronic records of all aspects of client case management in a centralized database; analyze and compile data to meet state, federal, and internal reporting requirements.

• Direct the orientation and training of Victim Services Specialist staff.

• Develop and provide trainings to staff and members of the community on a variety of topics such as types of crime, vicarious trauma, case management, and other topics within the District Attorney's Office; ensure all Victim Services Specialists receive state mandated training certifications as needed.

• Participates special committees and task forces in and outside of the District Attorney's Office.

• Supervises grant objectives and completes grant reports containing data gathered for specified reporting period.

MINIMUM QUALIFICATIONS

OPTION I

Education:Graduation from an accredited college or university with a Bachelor's degree, with a major in psychology, sociology, social welfare, social/human services, criminal justice, or a closely related field to the assignment.

Experience: Two years as a Senior Victim Services Specialist in the Riverside County District Attorney's Office or an equivalent position in a public or private social service or criminal justice agency providing services to crime victims and witnesses

OPTION II

Education: Graduation from an accredited college or university with a Bachelor's degree, preferably with a major in psychology, sociology, social welfare, social/human services, criminal justice, or a closely related field to the assignment.

Experience: Four years of paid experience providing case management, supportive or crisis intervention counseling, and advising clients of available programs, services, and resources in a public or private social service or criminal justice agency.

ALL OPTIONS

Knowledge of: The principles and practices of supervision; the laws and procedures of criminal justice agencies as they affect the responsibilities and rights of victims and witnesses of crimes; public agency and community resources and their functions; interviewing and counseling techniques.

Ability to: Plan, organize and supervise the work of subordinates; provide effective leadership in staff development; lead and direct the work of volunteer staff; mentor Victim Services Specialist staff; prepare statistical and narrative reports; maintain effective working relationships with others; provide psychological and emotional support to reduce trauma associated with being a victim or witness of a crime; communicate effectively in oral and written form; promote specific program projects through the use of effective presentations.

License:Possession of a valid California Driver's License is required.

Must be able to pass an extensive background check.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



  • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


  • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


  • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.


A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):
    0< 3 year = 80 Hours (10 Days)
    4< 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
    HOLIDAYS: Normally 12 paid holidays per year.

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
