Job Description:

The California Institute for Behavioral Health Solutions (CIBHS) is a behavioral health consultancy for systems, organizations, and providers who desire to improve outcomes for people with mental health and substance use challenges. We do this through clinical practice and policy implementation, behavioral health training, evaluation, and customized solutions. CIBHS is a sponsored program of Heluna Health.  Employment is provided by Heluna Health.

The Learning and Development Lead will direct the development and delivery of learning solutions for CIBHS. This role will build, coordinate, and deliver a full curriculum of programs, including professional development, technical/systems learning, and leadership support. You will own the end-to-end development of an innovative learning program for the population health workforce. You will design and employ scalable programming that will positively affect multiple stakeholders, provide support to managers and frontline workers, and push the boundaries of program engagement. The right candidate for this role is someone with a background in building learning programs from the ground-up and is dedicated to ensuring the delivery of highly effective content. 

The position requires excellent program management, interpersonal, and communication skills.  A successful candidate will need to feel comfortable working with a wide range of stakeholders. You will cultivate relationships and partnerships with all external and internal customers.

Salary range is $90,000-$95,000/annual (dependent on experience and qualifications).

ESSENTIAL FUNCTIONS


  • Effectively manage several learning projects with various work streams providing oversight and direction that aligns with business goals and objectives to achieve results.

  • You will be focused on how learning contributes to the organization’s bottom line and you have the analytical skills to justify programmatic decisions with data.

  • Drive utilization of evaluation and performance data to support data-driven learning solutions; design new metrics and enhance existing metrics to support the future state of learning.

  • Make recommendations for continuous improvement of all learning programs.

  • Work with Marketing and IT to develop and distribute all learning communications including publications, newsletters, marketing campaigns, program materials and web presence.

  • Work with the Learning Analyst and Learning Coordinator to ensure programs are accessible in the learning management system. 

  • Oversee project timelines and deliverables and provide direction and support to vendors.

  • Coordinates programmatic, administrative and fiscal activities.

  • Monitors budget expenditures and projections on an ongoing basis and adjusts as needed.  

  • Serves as a liaison between instructional designer and subject matter experts.

  • Performs other duties as assigned.

JOB QUALIFICATIONS

Education/Experience 


  • Bachelor’s degree required.  

  • Graduate degree in a related field is a plus.    

  • A minimum of seven years’ experience in program management for training, learning or education required.

  • A minimum of five years’ experience in healthcare is preferred. 

  • Experience working collaboratively with diverse groups with multiple activities, timelines, and deadlines.

  • Experience in developing and conducting presentations to multiple partners and large and small groups.

  • Experience with learning management systems. 

  • Competence with computer and application skills, including Outlook, Microsoft Word, PowerPoint, and Excel. Knowledge of Articulate 360 desired.
