Working from three cities—Cleveland, Pittsburgh, and Cincinnati—our Cleveland Fed community development team works to promote the economic resilience and mobility of low- and moderate-income (LMI) and underserved individuals and communities. Focus areas include economic and workforce development, affordable and quality housing and neighborhoods, and small business.

Our team consists of economists, policy analysts, and outreach specialists serving the community by conducting applied research and analyzing data and trends; sharing findings and policy implications through publications and webinars, meetings, and conferences; gathering intelligence from community members and bringing together key stakeholders to advance economic inclusion. Through both quantitative and qualitative research, we strive to provide credible, evidence-based support and solutions for challenges that LMI people face across the district, which is comprised of Ohio, western Pennsylvania, eastern Kentucky, and the northern panhandle of West Virginia.

Position Summary

This senior regional outreach manager supports Department and Bank management, and the public, in identifying critical issues that can inform research and policy related to lower-income individuals in the District. Develops, builds, maintains, supports, and/or consults on relationship management efforts with various parties (i.e., internal and external partners, organizations, academics, philanthropy, government stakeholders, System entities, and/or industry stakeholders). May serve as a recruiter and liaison with boards of directors and advisory councils. Provides briefs on current events and/or external environmental risks. Serves as a primary knowledge resource and trusted partner for external stakeholders.    Gathers and analyzes qualitative and quantitative intelligence on regional community and economic development issues and trends impacting LMI and underserved individuals and communities.

This position has a geographic focus on the Cleveland Fed’s 4th district, particularly Southern Ohio and Eastern Kentucky, and is based in the Federal Reserve Bank of Cleveland’s branch office in Cincinnati, Ohio.

Essential Accountabilities


  • Identifies, implements and/or coordinates current or new opportunities for programs, projects, or events for internal and external audiences. May have responsibilities across multiple internal offices, functional areas, and/or the System.


  • Cultivates and maintains partnerships with key external stakeholders, including community development professionals, academics, government officials, and representatives from other regulatory agencies.


  • Presents to internal or external audiences (i.e., financial institutions, community groups, key partnership organizations, and/or governmental organizations) on areas of subject matter expertise.


  • Writes, provides input, and/or edits original content for presentations, internal or external communication/publication vehicles or proposals. Authors or co-authors articles, publications, and special projects.


  • Evaluates, researches, analyzes, and prioritizes programming, content, and relationship building by determining effectiveness and success.


  • Creates project plans, outlines tasks, timelines and resources required. Communicates with team members and stakeholders, manages risks, and monitors progress during a project.


  • Contributes to high priority policy initiatives issues through research, analysis, convening and communicating on Community Development topics.


  • Contributes to, and may lead, relationship management logistics for designated Bank data and/or policy initiative. Uses survey software and/or a Customer Relationship Management (CRM) tool to organize and track relationship lifecycles.


  • Provides guidance to less experienced team members on intelligence gathering, key network opportunities, and other systems Community Development partners to analyze qualitative information.


  • Performs most work independently with general supervision and direction. May consult with management or more senior staff in decision-making.


  • Adhere to the Bank's attendance policies through regular and prompt attendance.


  • Perform other duties as assigned or requested.


Education and Experience


  • Bachelor’s degree in public policy, public administration, urban or regional studies, economics, political science or related field and 5+ years of related work experience OR


  • Master’s degree preferred and 3+ years of related work experience.


    Knowledge and Skills


    • Communication and Presentation Skills:  Excellent written, verbal, and interpersonal communication skills. Must be comfortable making presentations and speaking in public forums.


    • Relationship Building:  Ability to build strong relationships with philanthropic, community development and/or government leaders, and experience with cross-sector partnerships a plus.


    • Collaboration:  Collaborate with team members, respect diverse points of view, align on shared goals, and collectively problem-solve.


    • Knowledgeable of economic and workforce development, affordable housing and/or small business is a plus.


    Physical Demands and General Working Conditions


    • Traditional office environment: Employees typically sit most of the day, work with a computer and may answer/respond to phone calls. Physical movement consists of walking for meetings, breaks, etc. Ability to lift items weighing approximately 20 pounds on a limited basis is required.


    • Employees will be required to travel up to 35% of time.
