Overview
The Federal Reserve Bank of St Louis is looking for an Intelligence Specialist to administer threat assessments and intelligence/information gathering, documentation, and analysis program for the Federal Reserve Eighth District Law Enforcement Unit (LEU). Intelligence Specialist will demonstrate expertise through analysis of law enforcement intelligence and critical infrastructure protection information to include: internal classified, National Security (confidential, secret, top secret) classified, law enforcement sensitive, unclassified, and open-source information. You will be the point of contact and liaison to private sector security partners; and local, regional, and federal law enforcement agencies and intelligence entities. As the Intelligence Specialist, you will administer or assist with the Federal Reserve Bank of St. Louis employee travel advisory and assistance program, special projects and high-profile events. You will be a member of the law enforcement administration team that assists senior management in assessing appropriate security posture options to assist LEU staff to protect and safeguard Federal Reserve facilities, building population and Federal Reserve operations. You will report to the Administrative Chief of Law Enforcement.

Responsibilities


  • Classifies, analyzes, interprets, and assesses the reliability of multiple sources of intelligence data and prepares briefs for management, making recommendations.

  • Research trends and tools in social media to ensure threats are recognized and to ensure the FRS has access to the latest techniques and skills when a threat is received.

  • Maintain an automated system that tracks security-related cases and events that may have an adverse impact on Tenth District locations and Federal Reserve Operations. Identify short and long-term risk patterns, and detect trends based on location, time, and special characteristics of data to identify potential suspicious activity.

  • Prioritize information gathering according to importance and credibility.

  • Maintain certifications and access to sensitive intelligence platforms including: eGuardian (FBI reporting tool), IC3, NC4 Signal (social media threat monitoring tool), OSAC (international travel intelligence), LEEP (general LE intelligence platform), Lexis/Nexis (general LE intelligence platform), and PIX (U.S. Secret Service intelligence platform).

  • Create threat assessments; prepare recommendations and response options for senior law enforcement management; and develop detailed statistical reports to aid in staffing and deployment of law enforcement resources.

  • Form liaison relationships with all relevant outside agencies, including: local, state and federal law enforcement and intelligence agencies.

  • Be an adjunct member of the FRBSL Insider Risk Management team and provide research support to members of the Joint Analysis Group (JAG) for the FRS.

  • Write original, finished intelligence products

  • Partner with other Federal Reserve Law Enforcement Units to share information about events occurring within the Federal Reserve System.

  • Produce briefing documents for senior management.

  • Produce urgent bulletins for the which detail information related to "officer safety" concerns and potential risk against the financial sector.

  • Assist with the travel advisory program: tracking of Official Bank Business travel (national and international) of executives to ensure real-time updates can be immediately disseminated when adverse information is known for the area(s) being visited by Bank employees.

  • Prepare overviews of trends and statistically probable events that FRLEOs and executive protection teams may encounter.

Qualifications


  • B.A, B.S or other baccalaureate/undergraduate degree in any field of study. Bachelor's degree in Criminal Justice or related field preferred.

  • At least one year of relevant professional experience, which can include internships within an intelligence unit of a local, state or federal law enforcement agency.

  • Excellent computer and analytical skills.

  • Ability to analyze, prioritize effectively, problem solve and to work several tasks concurrently.

  • Knowledge of operational tradecraft methods.

  • Understanding of established research and analytical techniques, and procedures to collect and analyze relevant facts into finished reports.

  • Prepare a synopsis of information retrieved from variety of non-automated and automated sources.

  • Perform deductive and inductive reasoning.

  • Strong interpersonal skills to comprise writing, editing and excellent verbal skills, including the ability to be brief.

  • National Security Clearance. If candidate does not already have a National Security Clearance, you will be expected to pass a background investigation and obtain a National Security SECRET Clearance immediately upon hire: Top Secret Clearance preferred. Possess a clean background.

  • Travel (5%)

Salary: $72,000 - $74,000
