Director, Cost Volume Support at University of Oklahoma in Norman, Oklahoma

Job Description:

Provides independent support for complex grants and contracts pre-award and non-financial post-award activities. Independently responsible for the development and submission of routine and complex grants/contracts. This role works primarily with Principal Investigators, various department administrators, Grants & Contracts Administration, and other university departments. Assists faculty in submission, pre-award administration of grants and contracts, and post-award non-financial responsibilities. Responsible for exercising discretion, analytical skill, and personal accountability in a wide range of areas including academic, and administrative functions. Work involves creating, integrating, applying, and sharing knowledge directly related to a professional field.  


Essential Duties



  • Develops complex cost-volume budgets for federal sponsors.

  • Assist in ensuring internal OU spreadsheets are created in concert with sponsor budgets.

  • Complete corresponding agency forms to include additional information in supporting documentation required by the sponsor such as basis of costs.  May also be involved in preparation of non-fiscal proposal items.

  • Partners with assigned investigators and departments and on sponsored project activities. Works closely with investigators and departments to develop and prepare budget and administrative sections of proposals.

  • Processes actions related to proposal submission and award activity to ensure accurate and timely administration of sponsored projects, and that actions are consistent with applicable laws, regulations, sponsor requirements, and Institute policies and procedures.

  • Oversees project management.

  • Serves on various committees and represents the unit to public and client groups.

  • Monitors projects, program evaluation, and development of long-range plans.

  • Directs and plans for needs assessment of client groups.

  • Provides suggestions to facilitate proposal and submission procedures, information sharing, and distribution of relevant program information.

  • Provides direction, training, and assistance to investigators and departments in the development of proposals including but not limited to budgeting, interpretation of sponsor terms and policies, and University policies and procedures. Conduct training seminars with faculty to raise awareness of new support options and the procedures for leveraging support on DoD Cost Volumes.

  • Interprets regulation and guidelines of multiple program funding with complex and broad guidelines. Interprets sponsor RFPs and communicates to investigators and departments. Reviews and updates information and processes pertaining to changes made to federal regulations, specific agency requirements, and procedures.

  • Provides staff mentoring and training. 

  • May function as a subject matter expert and/or project lead. Provides problem resolution, guidance, and or training for sponsored research awards, compliance, systems, and reporting.

  • Performs various duties as needed to successfully fulfill the function of the position. 

Required Education: Master's degree, AND: 



  • 36 months of program administration or related experience.


Equivalency/Substitution: Will accept 72 months of related experience in lieu of the Master's degree for a total of 108 months of related experience.

  • Demonstrated knowledge of government software packages for electronic transmission of proposals

  • Demonstrated knowledge of principles and practices of budgeting for public sector university-sponsored projects

  • Demonstrated proficiency in written communication skills

  • Ability to work with diverse groups/populations

  • Strong organizational, analytical, and problem-solving skills

  • Ability to provide excellent customer service.

  • Demonstrated knowledge of federal, sponsor, and university policy and guidance and ability to apply critical thinking skills to make effective decisions

  • Ability to interpret and apply complex, industrial and non-profit program guidelines and regulations

  • Ability to maintain positive and effective working relationships

  • Experience in the Microsoft Office suite

  • Independent decision-making capabilities


Certifications:



  • Valid Driver's License


Advertised Physical Requirements:



  • Ability to engage in repetitive motions. Environmental: Standard Office.

  • Frequent exposure to pressure caused by deadlines and busy periods.

  • May be required to travel.

  • May require contact with other departments and university officials. 


Departmental Preferences:



  • Strong preference for Certified Research Administrator (CRA)

  • Preference for experience with developing cost volume budgets
